Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc on the afternoon of December 31 received and held talks with Chinese Ambassador to Vietnam He Wei.
Attending the meeting also were members of the Standing Committee of the Hanoi Party Committee, including Ha Minh Hai, Head of the Party Committee's Organization Commission and Nguyen Manh Quyen, Vice Chairman of the Hanoi People's Committee.
Speaking at the meeting, Ngoc welcomed Ambassador He Wei and thanked him for taking the time to meet on the final day of 2025. He extended New Year wishes to the ambassador and staff of the Chinese Embassy for a successful and productive 2026.

Updating Ambassador He Wei on Hanoi's development, the Party Secretary noted that alongside the positive momentum in Vietnam–China relations, friendly cooperation and people-to-people exchanges between Hanoi and Chinese ministries, agencies and localities, especially with Beijing, have delivered encouraging results.
These efforts have helped further deepen the comprehensive strategic cooperative partnership and contribute to building a Vietnam–China community with a shared future.
Ngoc said he is confident that cooperation between the two countries, and between Hanoi and Chinese localities, will continue to grow in line with the orientations set by senior leaders of both sides, becoming increasingly substantive and effective.

During the meeting, both sides discussed a range of shared interests. Reviewing key milestones in Vietnam–China cooperation, Ambassador He Wei said bilateral relations are currently at an ideal stage, creating strong momentum for Chinese ministries, local governments and businesses to expand investment in Vietnam.
He cited projects in Hanoi, such as waste-to-energy plants and urban railway lines and expressed hope that such efforts will continue to support the capital's development.
The ambassador also praised Hanoi's distinctive cultural identity and noted that the city is facing development challenges similar to those previously experienced by Beijing, particularly in transport and environmental management.
He stressed that well-planned infrastructure can support the growth of strategic industries and create a favorable business environment, thereby generating strong development momentum for Hanoi. He also expressed interest in exploring cooperation in digital transformation and high technology.
Ambassador He Wei said he will continue to promote connections to help Hanoi strengthen cooperation with Chinese localities, opening opportunities for both sides to learn from each other and share experience in urban governance and development for the benefit of their people.
He also emphasized that improving grassroots governance can play an important role in accelerating project implementation by building public consensus and support. In this context, he shared several initiatives from Beijing related to local governance.

The ambassador expressed confidence that with the backing of senior leaders from both countries, cooperation will continue to yield positive outcomes and that Hanoi will grow into a dynamic international city in a new era while preserving its thousand-year cultural heritage.
Welcoming the ambassador's views, Ngoc said Hanoi hopes to draw valuable lessons from Beijing's development experience. He asked Ambassador He Wei to actively support and connect Hanoi with suitable partners in the areas mentioned, following the principles of being most convenient, fastest and most effective.
The Party Secretary also shared additional information on issues raised by the ambassador and expressed hope that He Wei will continue to study Hanoi more closely and contribute ideas to the city's development. He reaffirmed that Hanoi remains open and ready for dialogue.
Ngoc voiced confidence that with their respective strengths and potential, combined with strong commitment and decisive action from both sides, cooperation and people-to-people exchanges between Hanoi and Chinese ministries, agencies and localities, especially with Beijing, will see new breakthroughs.
