The media have operated in accordance with their purpose and principles, promptly and comprehensively reporting political developments, major events, and key leadership activities of the Party, the State, and the city.

The press has actively communicated political news, disseminated the implementation of the 13th National Party Congress Resolution, and the 17th Congress Resolution of the Hanoi Party Committee. It has also covered leadership and directives to bring Party directives, resolutions, and conclusions into daily life.
Capital press outlets have highlighted Hanoi's achievements in streamlining and restructuring the political and administrative system. These efforts reflect the city's commitment to implementing Resolution No. 18-NQ/TW and Conclusion No. 127-KL/TW on refining the organizational apparatus of the Party, government, Vietnam Fatherland Front, and socio-political organizations.
The media have also promptly reported on the leadership and operations of the municipal Party Committee, People's Council, and People's Committee in implementing work programs under the 2025 theme: "Discipline, Responsibility, Action, Creativity, Development." They have publicized the rollout and results of the Party Committee's full-term work programs.
In directing and managing the press, the Propaganda and Mass Mobilization Commission has guided media outlets in promoting the organizational streamlining of the political system under instructions from the Party Central Committee, the Politburo, and the Party Secretariat. This includes organizing a communication campaign to mark the 95th anniversary of the Hanoi Party Committee's founding (March 17, 1930 – March 17, 2025), posting information on the City Party Committee's electronic portal, on the digital handbook for Party members, and organizing the 2025 Spring Press Festival.

At the meeting, Director of the Hanoi Department of Education and Training, Tran The Cuong, presented the outcomes of implementing Circular No. 29/2024/TT-BGDDT dated December 30, 2024, issued by the Ministry of Education and Training on private tutoring regulations and preparations for first-year admissions and the 2025 national high school graduation exam.
Representatives from press agencies and city departments presented their propaganda plans for April 2025, focusing on major directives from the Central Government and Hanoi on organizational restructuring, promoting digital transformation and technological innovation, and commemorating significant national and local holidays, especially the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 – April 30, 2025), and the 100th anniversary of Vietnamese Revolutionary Journalism Day (June 21, 1925 – June 21, 2025).
In his directive remarks, Toan commended and highly appreciated the efforts of Hanoi's media in following political tasks, strictly complying with Central and local guidance, and providing timely, comprehensive coverage of political events, and economic, cultural, and social developments, as well as prominent leadership activities in Hanoi.
Highlighting key tasks for April 2025, Toan called on media agencies to focus on several priorities. These include continuing to publicize the implementation of Party directives and resolutions; the status and results of organizational streamlining efforts per the guidance of the Party Central Committee, the Politburo, and the Secretariat; and Conclusion No. 137-KL/TW dated March 28, 2025, on reorganizing commune-level administrative units and establishing a two-tier local government model.
He also emphasized the importance of Plan No. 01-KH/BCDTW dated March 21, 2025, on implementing the "Digital Literacy Campaign" led by the Central Steering Committee for Science, Technology, Innovation, and Digital Transformation. Media should also cover preparations for Party congresses at all levels, leading up to the 18th Congress of the Hanoi Party Committee and the 14th National Party Congress.
Toan noted that the National Assembly will soon pass several important laws to implement the two-tier local government model. He urged media agencies to develop accessible and easy-to-understand communication plans that clearly outline the benefits this new model offers to citizens and the business community. At the same time, media must publish content that refutes false, hostile narratives against the Party and the State and prevent the abuse of new policies for illegal activities.
He also requested that Hanoi's press intensify coverage of General Secretary To Lam's writings on thrift and anti-wastefulness, highlighting successful localities and units, while also promptly reporting on delayed major projects in districts that lead to land resource waste.
In addition to promoting the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation, Hanoi's media should emphasize this as an inevitable trend to lead the nation and the capital into a new era. Communication should target intellectuals, businesses, and entrepreneurs to deepen awareness of this critical policy.
Noting that the Prime Minister has set a growth target of over 8 percent for 2025, Toan urged media outlets in the capital to analyze results from the first quarter of 2025 and invite renowned economists and journalists to produce in-depth articles.
Regarding the communication campaign for the 50th anniversary of the Liberation of the South and National Reunification, Hanoi's media should strongly highlight the meeting between General Secretary To Lam and revolutionary veterans in Hanoi, thereby emphasizing the contributions of the people and previous generations, and reaffirming the Party and State's care for revolutionary predecessors.
He also called on media agencies to proactively organize a campaign marking the 100th anniversary of Vietnamese Revolutionary Journalism Day (June 21, 1925 – June 21, 2025), making it a significant political event to honor journalists' contributions.
Additionally, the media should intensify coverage of the 5th political-essay writing contest on defending the Party's ideological foundation in 2025, proactively follow and shape public opinion regarding complex or sensitive issues, and coordinate to provide positive content on social media to amplify journalistic messaging.
