Vu Thu Ha, Deputy Chairwoman of the Hanoi People's Committee, on June 26 conducted an on-site inspection of newly established wards in Long Bien District.
Ha is also Head of Working Group No.5 on guiding and supervising the reorganization of commune-level administrative units.
Her visit is part of a series of key activities to prepare for 12:00 a.m. on July 1, 2025, when the local government system at the commune level will officially begin operating under the new administrative model.
The delegation included representatives from the Office of the Hanoi People's Committee, the Hanoi Department of Justice, the Hanoi Department of Science and Technology, the Hanoi Public Administrative Service Center, the Hanoi Center for Communication, Data and Digital Technology, and leaders of Long Bien District.
At the headquarters of the new Long Bien Ward, Hoang Hai, Head of the District's Economic, Infrastructure, and Urban Department and the expected Chairman of the new Ward People's Committee, reported that preparations were being implemented in a synchronized manner.
The administrative software system is stable, civil servants have undergone thorough training, and administrative procedures are ready for public service. Local communication campaigns have also been launched in a timely fashion to help residents access the new information and services.
Acknowledging these efforts, Deputy Chairwoman Ha emphasized that from the morning of July 1, the new ward headquarters must be fully operational to serve citizens without any disruption or delays in administrative services.
She stressed the importance of promptly updating residents on the new headquarters, Party committees, and government structure.
The websites of the new wards must be completed before official operations begin, and clear signboards must be installed at reception and service areas to help residents navigate with ease.
At the new Phuc Loi Ward headquarters, Nguyen Thi Thanh Hang, Deputy Chairwoman of the Long Bien District People's Committee and expected Chairwoman of the new Ward People's Committee, said that all public communication platforms will be fully updated by June 30.
All administrative procedures are ready for the July 1 launch, and civil servants have been clearly assigned with a solid understanding of their authority and responsibilities.
During the inspection, Deputy Chairwoman Ha instructed the ward to ensure all signage and wayfinding materials are updated in line with the new ward name and organizational model.
She also asked for ceremonial decorations to be completed, from outdoor spaces to office interiors, creating a formal and welcoming environment.
"All necessary equipment and facilities must be in place to serve residents effectively. No administrative procedures should be delayed due to the transition," she said.
Ha further requested that civil servants be stationed at reception areas to provide timely guidance on any unclear cases, and that support staff be increased in the first days of the new model's operation to ensure smooth service for citizens.
Administrative services must continue seamlessly and efficiently to lay the foundation for the new local government model to integrate successfully into daily life.
At the new Bo De Ward, environmental sanitation and landscape decoration were among the key tasks emphasized by the deputy chairwoman.
Ha asked Pham Bach Dang, Deputy Chairman of the Long Bien District People's Committee and expected Chairman of the ward, to direct units to conduct thorough cleanups around the headquarters and nearby roads, prune trees, and improve the urban landscape, creating a clean and beautiful space that reflects respect for residents.
Ha also called for a comprehensive review of all existing offices and facilities of former wards to ensure that resources are reused effectively in the new structure, avoiding waste and ensuring investment efficiency.
Highlighting the critical role of public communication during the transition, the deputy chairwoman requested close coordination between the Office of the Hanoi People's Committee, the Hanoi Public Administrative Service Center, and related agencies to provide timely and clear updates to residents regarding the establishment of the new commune-level units.
Before June 29, 2025, all newly formed wards must publicly announce key information including new headquarters, executive board members, Party secretary, vice Party secretary, and chairpersons and deputy chairpersons of the Ward People's Councils and Committees.
These arrangements must be posted on official platforms such as the e-portal, social media channels, and the iHanoi application.
"People must clearly understand and trust the new administrative structure so that they can support and cooperate with the new local government," Ha said.
She praised Long Bien District for its proactive and determined approach in preparing for the reorganization and urged all relevant units to continue reviewing and finalizing all records, procedures, and staffing plans to ensure a smooth administrative transition without delays or negative impacts on residents and businesses.
Ha reaffirmed that all administrative bodies at the commune and ward level must begin official operation on July 1, 2025.
