Deputy Chairwoman of the Hanoi People's Committee Vu Thu Ha meets Hoai Duc District authorities on the new commune-level administrative operations.
Deputy Chairwoman of the Hanoi People's Committee Vu Thu Ha on June 19 worked with Hoai Duc District to review the progress of commune-level administrative unit restructuring.
She is also head of Working Group No.5, which oversees the citywide implementation of this restructuring process.
Ha emphasized that starting from July 1, the new two-tier administrative structure will officially operate across Hanoi.
The working group will continue to inspect and guide the process, recording completed tasks and helping resolve remaining challenges.
From July through August 2025, the team will work directly with each commune in Hoai Duc to provide ongoing support.
Under the new structure, Hoai Duc District will have four commune-level administrative units.
An Khanh Commune will span 28.84 square kilometers with a population of 96,096, with its administrative center located at the current An Khanh Commune headquarters.
Son Dong Commune will cover 21.38 square kilometers with a population of 71,516, and its administrative center will be at the current Tien Yen Commune office.
Duong Hoa Commune will cover 17.43 square kilometers and have a population of 58,688, with its office located at the former Cat Que Commune headquarters.
The remaining unit, Hoai Duc Commune, will cover 16.7 square kilometers, house 52,930 residents, and have its administrative center at the district headquarters.
According to Nguyen Hoang Truong, Chairman of the Hoai Duc District People's Committee, the district has submitted reports on personnel and administrative offices for the new communes to the city, and most of the proposals have been approved.
The district has also coordinated meetings with new commune leaders to arrange staff assignments and test-run the new administrative structures.
Efforts are also underway to strengthen land management, reduce violations, and improve public communication.
District and commune leaders of Hoai Duc proposed building a new administrative headquarters for Son Dong Commune to replace the current degraded Lai Yen Commune office.
Local leaders also asked for continued support from city departments, particularly in the initial phase of implementing public administrative services.
They recommended that the city promptly provide a finalized list of commune officials to allow specific job assignments.
They also requested a standardized working regulation template for all new communes to ensure consistent implementation across the district.
Some communes raised concerns about difficulties in finalizing their socio-economic development plans for the second half of the year, mainly due to pending financial approvals and planning targets.
They called on the city to speed up the approval and handover of planning documents, issue administrative boundary decisions for the new communes, and provide legal foundations for future land use and construction management.
During the meeting, members of Working Group No.5, including representatives from the Hanoi Departments of Home Affairs, Finance, Construction, Natural Resources and Environment, Education and Training, the Hanoi Public Administrative Service Center, and the Office of the Hanoi People's Committee, clarified the issues and offered guidance in line with current regulations.
Concluding the session, Deputy Chairwoman Vu Thu Ha urged Hoai Duc District to fully prepare for the launch of the new communes.
She stressed the need to allocate sufficient personnel for essential public services, set up reception points for handling administrative procedures, and begin trial operations of the new commune-level governments starting June 20.
Ha also reminded local authorities to pay attention to public reception areas, signage, staff uniforms, preparations for the 2025-2026 school year, and the budgeting of all related activities.
She also emphasized the importance of maintaining environmental hygiene, food safety, and compiling necessary documentation for the handover process.
Regarding urban management and construction order, Ha advised the district to document current conditions to clarify responsibilities and address violations if they arise.
She also suggested the development of temporary operating regulations for the new commune-level governments.
In the early phase of the trial implementation, Ha instructed Hoai Duc District to closely coordinate with city departments to promptly address emerging issues.
She also requested the departments to submit detailed reports to the Hanoi People's Committee on the trial implementation outcomes of the new commune-level government model in the district.
