Leaders of the Hanoi Department of Public Security presented flowers in tribute to former leaders across different periods. Congratulatory flower arrangements were also sent by Politburo members Bui Thi Minh Hoai, Secretary of the Party Central Committee and Chairwoman of the Vietnam Fatherland Front Central Committee, and Nguyen Duy Ngoc, Secretary of the Hanoi Party Committee.

At the ceremony, the Hanoi Department of Public Security announced the President's decision awarding it the title Hero of the People's Armed Forces for the fourth time. Earlier on the same day, at the 11th National Patriotic Emulation Congress, Party General Secretary To Lam presented the title to the Hanoi Department of Public Security.
Speaking at the event, Minister of Public Security Luong Tam Quang warmly congratulated the Hanoi Department of Public Security on receiving the honor and praised the achievements and outstanding contributions made by its officers and personnel in recent years.
He emphasized that public security forces nationwide, and in the capital in particular, are facing increasingly heavy responsibilities, not only in safeguarding national security and social order but also in creating a stable foundation and strong momentum for socio-economic development, a task that requires renewed thinking, approaches and working methods.
The minister expressed full confidence that with its proud tradition of being honored four times as a Hero of the People's Armed Forces, along with unity among its leadership and personnel, the Hanoi Department of Public Security will overcome all challenges, achieve new breakthroughs and leave strong marks across all areas of work.
He said the Hanoi Police would always deserve to be known as the heroic police force of the capital, worthy of the trust placed in it by the Party, the State and the people.

Addressing the ceremony, Hanoi People's Committee Chairman Vu Dai Thang congratulated and commended the Hanoi Department of Public Security for its achievements, stressing that the loyalty, sacrifices and major contributions of generations of capital police officers have been highly recognized by the Party, the State and the people of Hanoi.
Looking ahead, he noted that Hanoi is implementing the resolution of the 18th Congress of the city's Party Organization for the 2025–2030 term, which brings new and demanding tasks requiring higher standards of governance and security.
He expressed confidence that the Hanoi Police will continue to uphold their heroic tradition and maintain a core role in ensuring security and order.
He also called on the force to proactively prevent and combat crime, maintain a strong offensive posture and avoid reacting after crimes occur. This, he said, would help address urgent challenges faced by a major urban center, ensure a stable and safe environment and support Hanoi's rapid and sustainable development.

In his response, Lieutenant General Nguyen Thanh Tung, Director of the Hanoi Department of Public Security, said that in the new phase of development, demands for maintaining security and order are growing higher and more complex. The honor of being awarded the title Hero of the People's Armed Forces, he said, places even greater responsibility on the entire force.
He stressed that all officers and personnel must continue to uphold a strong sense of responsibility, maintain strict discipline, strengthen political resolve and public service ethics and improve operational effectiveness to live up to the trust of the Party, the State and the people of Hanoi.
To demonstrate the highest level of political determination, tighten discipline, enhance professional integrity and promote a spirit of dedication and responsibility, Lieutenant General Nguyen Thanh Tung, on behalf of the Party Committee and leadership of the Hanoi Department of Public Security, officially launched a 100-day "Three Best" emulation campaign. The campaign aims to further promote the heroic tradition and reinforce the commitment to serving the people.
