At the meeting, Party Secretary and Chairman of the Ward People's Council Duong Hoai Nam reported on overall developments since Viet Hung began operating under the two-tier local government model on July 1, 2025. He said that after the merger, the ward successfully held its first Party Congress for the 2025–2030 term, which approved 16 targets and three breakthrough missions.

Since the beginning of the term, the Ward Party Committee, People's Council, People's Committee and Fatherland Front have issued nearly 4,000 documents to guide and implement tasks. The ward also held dozens of standing meetings, Party Committee meetings, thematic conferences and online sessions.
It completed the campaign to clean party membership data, renewed party membership cards on schedule and admitted 40 new members in line with the Party Congress target.
Regarding socio-economic development, the ward completed all 12 indicators assigned by the city in 2025. Total budget revenue is estimated at VND75.1 billion (US$3 million) or 120 percent of the plan. Several categories exceeded targets, including business license fees at 203 percent, public land revenue at 148 percent and registration fees at 124 percent.
Trade and service activities remained the main economic driver and nighttime economy activities, OCOP product fairs and craft village products were maintained. Social welfare remained stable with zero poor households, more than 96 percent health insurance coverage and over 94 percent of households recognized as cultured families.
In the implementation of key thematic tasks, the ward recorded several notable results. For public investment, the ward was assigned a total of VND520.4 billion (US$20.82 million) and by November 30 had disbursed 89.77 percent of the amount. It expects to complete 100 percent of disbursement before January 30, 2026. The ward reviewed capital needs and proposed appropriate adjustments based on project progress.
In land clearance, the ward has 23 projects requiring clearance in 2025 involving more than 900 households. The ward has approved 100 compensation, support and resettlement plans and enforced six compulsory clearances under the 25-meter road project while maintaining public security throughout the process.
For delayed projects, the ward said six projects faced prolonged difficulties due to policy issues and a lack of coordinated action among agencies. The Ward People's Committee set up special task forces and assigned staff to work overtime to review files and address problems with the aim of resolving all outstanding cases before December 31, 2025.
At the meeting, Viet Hung Ward leaders proposed several solutions to address practical management challenges.
They asked central authorities to finalize a unified legal framework for the two-tier government model and requested the city to issue staffing norms for wards, provide policy guidance for neighborhood representatives and adopt uniform regulations for land clearance.
The ward also suggested a fast-track mechanism for key projects such as the Gia Thuong pumping station and the regulating lake and proposed assigning the ward as the investor for a new high school project.

Delegation members noted that Viet Hung Ward has been proactive and flexible in its operations, especially after the merger, which expanded the population and significantly increased workloads. They asked the ward to continue reviewing land clearance issues, strengthen urban order and environmental management and improve administrative discipline and service quality.
In his conclusion, Vice Chairman Duong Duc Tuan praised Viet Hung Ward for its strong performance in the first six months under the new model. He said the purpose of the supervision is to assess how well the two-tier government system is functioning and to identify solutions for issues at the grassroots level.
He asked the ward to continue renewing its development mindset, leverage its urban potential and create stronger progress in socio-economic development, revenue growth and improved quality of life for residents.
In the coming period, the ward must accelerate land clearance for key projects, complete public investment disbursement, strengthen construction and urban order management, maintain public security and enhance the effectiveness of administrative reform.
With the spirit of "localities decide, localities act and localities take responsibility," Vice Chairman Duong Duc Tuan asked the ward to incorporate all recommendations from the supervisory delegation into its 2026 action program to ensure determined, effective and timely implementation.
