The conference was attended by Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc; Nguyen Quang Duong, member of the Party Central Committee and Deputy Head of the Party Central Organization Commission; and Vu Dai Thang, member of the Party Central Committee and Secretary of the Quang Ninh Provincial Party Committee.
Also present were Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; former Deputy Secretary of the Hanoi Party Committee and Deputy Head of Hanoi's National Assembly delegation Nguyen Ngoc Tuan; and Deputy Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council Phung Thi Hong Ha.

Leaders from the Party Central Office, departments of the Party’s central commissions overseeing Hanoi, members of the Hanoi Party Committee’s Standing Board, city Party Committee members, and representatives from the Quang Ninh Provincial Party Committee also attended.
At the conference, Nguyen Quang Duong, member of the Party Central Committee and Deputy Head of the Party Central Organization Commission, said that due to unforeseen health issues affecting Hanoi People’s Committee Chairman Nguyen Duc Trung, and at his personal request, the Politburo decided to relieve him of his roles as Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People’s Committee, and appoint him as Deputy Head of the Central Strategic Policy Commission.
He added that the Politburo had also approved the personnel decision for the new Deputy Secretary of the Hanoi Party Committee. He then announced Decision No. 2566-QDNS/TW of the Politburo, which relieved Vu Dai Thang of his roles as member of the Executive Committee, member of the Standing Committee, and Secretary of the Quang Ninh Provincial Party Committee for the 2025–2030 term, and appointed him as Deputy Secretary of the Hanoi Party Committee for the same term.

Congratulating Thang, Secretary Nguyen Duy Ngoc said the Politburo made its decision based on the personnel orientation for the 14th National Party Congress, Directive No. 45 of the Politburo, and the need to proactively prepare a capable leadership team.
He said the decision reflects a thoughtful, objective and comprehensive review by the Politburo.

Secretary Nguyen Duy Ngoc said Thang is a well-trained official with extensive experience across positions from the central to the grassroots level.
"Thang is a capable and experienced leader in state administration and Party building, with innovative thinking, scientific working methods, decisiveness, close engagement with localities and a readiness to take responsibility for the common good," said Ngoc.
He added that Thang has consistently performed well in every position, contributing to the achievements of the localities and institutions he has served. The Politburo's assignment reflects its trust and recognition of his competence, and he expressed confidence that Thang will excel in the new position.
Secretary Ngoc called on members of the Party Standing Committee and leaders at all levels to continue fostering unity and supporting Thang so he can fulfill his responsibilities.
He noted that Hanoi has just completed the 18th Congress of the municipal Party Committee and faces an enormous workload, including unprecedented tasks that require strong, persistent and breakthrough solutions, as well as courage, decisiveness and high accountability.
He said he believes Thang will build on his experience, inherit the traditions of solidarity and creativity, and join the city leadership in guiding the Party Committee, government and people of Hanoi to complete all assigned tasks and advance the goal of building a cultured, modern, civilized and happy capital.
In his remarks, Thang expressed gratitude to the Party Central Committee, the Politburo and the Secretariat, led by General Secretary To Lam, for their trust and support. He also thanked the Party committees, authorities and people of the localities where he had worked for helping him grow and fulfill his duties.
He said taking on a new assignment in Hanoi is both a great honor and a heavy responsibility before the Party Central Committee, the Politburo, the Secretariat and most of all before the Party Committee, authorities and people of the capital.
To fulfill his responsibilities, he said he will make every effort to continue learning, striving and inheriting the experience and achievements of predecessors. He pledged to devote his ability, intellect and dedication to working with the Central Party Committee and the Hanoi Party's Standing Board to uphold unity and overcome challenges, and to promptly implement the resolutions of the 18th Hanoi Party Congress and the Politburo's directions for the city's development to 2030 with a vision to 2045.
He said he was willing to learn and attentive to the opinions of senior officials, Party members and the people. He affirmed that he will stay close to the grassroots, maintain strong engagement with citizens and work wholeheartedly for the city's shared development.
In closing, he expressed his hope for continued guidance and support from leaders of the Party and State, central ministries and organizations, and especially unity and cooperation from the city's Party Committee, government agencies, officials, Party members, armed forces and the people of Hanoi so he can complete his assigned duties in the best way possible.
