According to the Decision, the Prime Minister approved the election of Vu Dai Thang, Deputy Secretary of the Hanoi Party Committee for the 2025–2030 term, as Chairman of the Hanoi People's Committee for the 2021–2026 term.

Vu Dai Thang is 50 years old and a native of Hanoi. He holds a master's degree in International Relations from Waseda University in Japan, as well as a bachelor's degree in External Economics and a bachelor's degree in Law. He is an alternate member of the 12th Central Committee and a full member of the 13th Central Committee.

Before his appointment to Hanoi, he held several key positions, including Director General of the Department for Economic Zone Management under the Ministry of Planning and Investment, Vice Chairman of the former Ha Nam Provincial People's Committee, Deputy Minister of Planning and Investment, Secretary of the former Quang Binh Provincial Party Committee, and Secretary of the Quang Ninh Provincial Party Committee.

On November 28, 2025, the Politburo decided to relieve Vu Dai Thang of his positions in the Quang Ninh Provincial Party Committee and assigned him to join the Hanoi Party Committee as Deputy Secretary for the 2025–2030 term.

At the 28th session of the 16th Hanoi People's Council for the 2021–2026 term, Vu Dai Thang, Deputy Secretary of the 18th Hanoi Party Committee, was elected Chairman of the Hanoi People's Committee for the 2021–2026 term.
