Overview of the event.
Budget revenue reached VND6,200 billion (US$248 million). The four former communes recorded VND129.6 billion (US$5.18 million) in revenue, equal to 183.2 percent of the assigned plan.
The annual disbursement rate is expected to reach 99.9 percent. Several essential infrastructure projects have been completed, including the Trau Quy–Co Bi clinic, Duong Xa kindergarten and Kieu Ky primary school, along with the groundbreaking for the Trung Duong land auction access road. Average per capita income is about VND7.6 million (US$304) per year, and the commune has no poor or near poor households.
From July 1 2025, the commune processed 13,377 out of 13,426 administrative records, including 10,601 online submissions. All 16 schools in the commune meet national standards, and 8 have achieved level two certification.
Gia Lam Commune has not experienced recurring traffic congestion. Some areas remain vulnerable to flooding during prolonged heavy rain, including Trau Quy, Duong Xa and Kieu Ky village roads. Six streets in the commune have been recognized as model urban civilized streets. Traffic order is maintained during peak hours without new hotspots.
Construction management remains stable with no major violations. The waste collection rate is 99 percent with no environmental black spots. Food safety is closely monitored and kept stable without serious incidents.
Clarifying issues raised by the supervisory team, Party Secretary and Chairman of the Commune People's Council Nguyen Viet Ha said the commune places strong emphasis on digital transformation and prioritizes the use of shared software systems to reduce costs and build integrated databases.
The commune has strengthened the work of community digital teams and mobilized nearly VND700 million (US$28,000) to equip computers, printers, scanners and internet connections for 36 villages to support online public services and ease pressure on the one stop service unit.
Digital commerce is growing rapidly among local businesses, especially in OCOP craft villages, although the commune has not yet established a dedicated e commerce platform, and most sales still take place through Facebook and Zalo.
The commune is home to more than 2,100 enterprises, accounting for about half of the former Gia Lam district, along with more than 5,000 household businesses, of which about 2,200 meet the conditions to register as enterprises. In line with Resolution 68, the commune is working with the tax office to encourage qualified household businesses to convert to enterprises.

Overview of the event.
Given the heavy workload under the current staffing structure, the commune has proactively provided professional training and reviewed job positions to develop suitable personnel plans.
Members of the supervisory team praised the commune's comprehensive and detailed report, noting the clear leadership role in delivering political tasks. They offered feedback on digital transformation, administrative procedures, public investment disbursement, organization and staffing, site clearance, zoning plans, public order, food safety and delayed projects that need closer oversight or termination.
In her concluding remarks, Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha said the supervision aimed to identify obstacles and propose precise, actionable solutions. She asked the commune to demonstrate pioneering spirit and strong determination by clearly identifying shortcomings and presenting measurable solutions with specific timelines, stressing the importance of the Party Secretary and the Standing Committee in driving results.
"Gia Lam sits between urban and rural characteristics and must adopt an urban mindset to prepare for its future transition to ward status. The commune needs to prepare detailed and decisive plans for completing 2026 targets in line with seven key resolutions of the Central Government," said Ha.
She said the commune should not spread its efforts thinly but instead select priority areas and focus resources. It's needed to act immediately without waiting and to propose breakthrough models aligned with national and city level directions. "All work must be data driven and produce clear and visible results."
As the New Year and Lunar New Year approach, she asked the commune to prepare plans to support residents, especially vulnerable groups, so that all families can enjoy the holidays and feel the benefits of the two tier local government model.
