Speaking at the conference, Tuan acknowledged and commended the efforts, determination, and results achieved by the board’s leadership, officials, employees, and workers in 2025.
He highlighted the board’s proactive and decisive approach in organizing task implementation and coordinating with municipal departments, sectors and local authorities to promptly resolve difficulties and obstacles during project execution.

Tuan highly valued the board’s outstanding achievements, particularly the completion of land clearance and scheduled traffic opening of the Ring Road 2.5 project, section from Vinh Tuy Bridge.
He also noted the accelerated implementation of several investment projects to bring key facilities into operation, including the Hanoi Children’s Palace project, as well as major works in transport, healthcare, and education that contribute to socio-economic development and improved quality of life for residents.
These include the grade-separated interchange between Ring Road 3.5 and Thang Long Boulevard in Hoai Duc Commune, the former Ha Tay provincial southern trunk road project, Ha Dong General Hospital and Quang Trung General Hospital.
Tuan placed special emphasis on the social housing-for-rent project converted from the Phap Van – Tu Hiep student housing complex, describing it as a strategic project that helps balance other major municipal investments.

He also commended the municipal Civil Construction Investment Project Management Board’s disbursement performance, noting that by January 10, 2026, disbursement had reached nearly 98 percent of allocated capital, with a commitment to achieve 100 percent by January 31, 2026.
He noted that the board has prepared investment for 15 projects, completed 16 construction projects, and continues to implement seven others. Notably, the board has performed well in final settlement work, addressing backlog and outstanding projects inherited from predecessor units prior to consolidation.
To date, 26 projects have been finalized, with settlement procedures underway for 10 more, demonstrating comprehensive operational capacity and effective governance consistent with its mandate.
Alongside these achievements, Tuan requested the municipal Civil Construction Investment Project Management Board to candidly assess existing shortcomings, particularly delays in several investment projects and insufficient coordination among certain local units. He called for a thorough analysis of root causes and decisive corrective measures to accelerate progress and create a renewed urban appearance for the capital.
The Standing Vice Chairman emphasized that land clearance remains a key focus, with the city implementing strong measures under the direction of the Hanoi People’s Committee Chairman and guidance from the Standing Board of the Hanoi Party Committee.
Noting that 2026 marks the first year of implementing the 2026–2030 socio-economic development plan and the medium-term public investment plan, he urged the municipal Civil Construction Investment Project Management Board to thoroughly grasp and strictly implement the city’s 2026 working theme, “Discipline, professionalism – Breakthrough, innovation – Efficiency, sustainability.”
Tuan also requested the board to renew its leadership and management methods in line with the ‘six clarities, one continuity’ principle, covering task definition, personnel assignment, timelines, procedures, responsibilities, and outcomes.

The Standing Vice Chairman further requested the management board prioritize key projects, especially those scheduled for completion in 2026, and to promptly address obstacles related to land clearance and investment procedures to ensure progress and quality.
He stressed the need for breakthrough efforts to advance and substantially complete strategically important projects, including the extension of Thang Long Boulevard from National Highway 21 to the Hoa Lac – Hoa Binh axis.
Tuan also emphasized the underpass at the Ring Road 3.5–Thang Long Boulevard interchange and, in particular, the completion of social housing-for-rent projects converted from the Phap Van – Tu Hiep student housing complex.
He also called for stronger application of information technology and digital transformation in project management, improved monitoring of progress, quality, and investment costs, enhanced discipline and accountability, and greater focus on building a capable and professional workforce to meet requirements in the new period.
With a tradition of unity, strong sense of responsibility and determination for innovation, Tuan expressed confidence that the Civil Construction Investment Project Management Board will continue to build on its achievements, successfully fulfill assigned tasks, and contribute to the city’s 2026 growth targets.
