The scheme aims to expand export and import markets and ensure sustainable long-term growth, while encouraging Hanoi enterprises to integrate more deeply into global production, supply, and distribution chains and export directly into foreign distribution networks by leveraging their strengths and competitive advantages.
Under the plan, market information support will be provided to more than 500 enterprise engagements, while training and advisory support will be delivered to over 300 enterprise engagements to enhance competitiveness and supply capacity so they can gradually participate in global value chains.
More than 100 enterprise engagements will be supported in building capacity for cross-border e-commerce, alongside over 150 trade connections and business matching activities with foreign distribution networks.
At least 80 export products will be supported to participate directly in foreign distribution networks.
The first group of measures focuses on regularly updating enterprises on global market demand, development trends, and international supply chains, while disseminating distributor policies and supporting foreign market analysis so domestic producers and exporters can become suppliers to overseas distribution systems.
The second group centers on training and support to strengthen enterprises' capacity in product research and development to meet market demand and distributor requirements, as well as improving production organization, productivity and product quality through guidance on management systems and productivity and quality improvement tools, including solutions for smart manufacturing and smart services.
The third group promotes greater enterprise awareness of securing raw material supply, reducing reliance on imports, and proactively developing green and clean input sources to enhance product value and competitiveness in global value chains.
It also encourages efficient energy use, resource-saving and environmentally friendly production technologies, energy transition toward clean and renewable sources, and the development of circular economy models, while supporting auxiliary industries and processing and manufacturing, particularly in agro-forestry-fisheries processing, to build green and sustainable production lines aligned with international distribution requirements.
The fourth group advances digital transformation and cross-border e-commerce adoption among Hanoi enterprises, especially in agriculture, food, wood products, and furniture. This includes coordination with the Ministry of Industry and Trade's E-Commerce and Digital Economy Agency to improve digital sales skills, facilitate access to cross-border platforms, and promote logistics services supporting exports through e-commerce-based distribution networks.
The fifth group involves coordination with the Ministry of Industry and Trade to support brand building and development, with foreign distribution networks assisting in developing Vietnamese-branded products within their systems on cross-border e-commerce platforms. Enterprises are encouraged to obtain international quality certifications such as ISO and HACCP, green certifications, and other market-specific standards.
The sixth group focuses on trade promotion programs tailored by sector in key and potential markets, including the EU, the United States, Canada, China, South Korea, Japan, ASEAN, and Latin America. Activities include participation in trade fairs and business matching events, organization of Vietnamese Goods Weeks within foreign distribution networks, market survey missions for producers and exporters, and trade connections with distribution networks owned by overseas Vietnamese entrepreneurs, alongside outreach to Vietnamese communities abroad.
The seventh group emphasizes communication on the benefits of participating in the scheme to shift perceptions and improve enterprise understanding of direct participation models in foreign distribution networks. It also provides guidance on participation standards, supply procedures, and practical experience in bringing Vietnamese goods into overseas distribution systems.
