Under the decision, fares will be waived for nine days, from February 14 to February 22, 2026. The policy follows proposals from the Department of Construction in Document No. 2376/SXD-TCDT dated February 3, 2026, and comments from the Department of Finance in Document No. 1914/STC-TCHCSN dated February 6, 2026.
The Hanoi Department of Construction has been assigned to take the lead in directing the Hanoi Traffic Management and Operations Center, subsidized bus service providers and Hanoi Metro Co., Ltd. to implement the plan.
Authorities are required to ensure safe, smooth and efficient operations, meeting travel demand for both residents and tourists. Passenger volumes must be closely monitored so that service frequency can be increased promptly if travel demand rises during the holiday period.
The Department of Construction will also oversee strict control of passenger data and take responsibility for the accuracy of fare exemption statistics and passenger counts used as the basis for payment settlement in accordance with regulations. It will review and adjust service ordering or bidding plans, if necessary, to ensure compliance with the law.
The Department of Finance has been tasked with coordinating and guiding the allocation, use and settlement of subsidy funds in line with its assigned functions. The Department of Construction is expected to balance the cost within the 2026 subsidy budget already allocated. If adjustments or additional funding are required, it will coordinate with the Department of Finance to report to the city authorities for consideration.
Meanwhile, the Departments of Culture and Sports, Tourism and Science and Technology, along with commune and ward level authorities, have been instructed to step up communication efforts so that residents are aware of the fare-free policy and can participate.
Relevant agencies will also coordinate to ensure traffic safety and urban order at bus stops, shelters and metro stations throughout the holiday period.
