Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha has signed Official Dispatch No. 6508/UBND-KGVX dated December 10, 2025 on organizing the New Year 2026 Countdown program at Dong Kinh Nghia Thuc Square.

According to the dispatch, to ensure the program takes place safely and successfully, serves residents as they welcome the new year, creates a vibrant festive atmosphere, strongly promotes the image of a civilized, modern and culturally rich Hanoi and enhances the appeal of the Hoan Kiem Lake pedestrian zone as a symbolic destination of the city, the municipal People's Committee assigns specific tasks as follows:

The Hanoi Department of Culture and Sports, in coordination with Song Trang Media Joint Stock Company (ST Group), will organize the program themed "Countdown 2026 – Opening real connections".

The program will take place from 7:00 PM to midnight on December 31, 2025 (Wednesday), at Dong Kinh Nghia Thuc Square and the Hoan Kiem Lake pedestrian area, with 100% of funding mobilized from social sources.

The Hanoi Department of Culture and Sports will oversee the implementation of program contents and detailed plans to ensure compliance with approved documents and will manage visual communications, banners, billboards, standees, leaflets, LED screens and media coverage related to the program.

The department will also strengthen guidance and coordinate with media outlets to promote this international-scale event, showcase the image of Hanoi and Vietnam to international audiences and provide necessary regulations and information for attendees.

The Hanoi People's Committee requests the Party Committee's Commission for Publicity, Education and Mass Mobilization to direct city media agencies to intensify coverage and reporting on the program.

The Hanoi Department of Public Security will lead and direct Hoan Kiem Ward Police and relevant forces to develop and implement comprehensive plans to ensure public security, fire prevention, rescue and emergency response.

The police will arrange static traffic points and parking areas for delegates and service forces during rehearsals and the official program and will maintain traffic safety at the venue.

The city assigns the Hanoi Department of Public Security to coordinate with the Department of Construction and Hoan Kiem Ward People's Committee to implement road closures, traffic diversion and traffic control plans to ensure safety and order in the event area, while proactively monitoring the situation and promptly handling any arising incidents.

The Hanoi Department of Health will develop and implement plans to ensure medical services for the program and will supervise and inspect disease prevention, environmental sanitation and hygiene at the venue and surrounding areas.

The Hanoi Department of Tourism will coordinate and guide tourism businesses, organizations and individuals to update event information and actively promote it to visitors, while ensuring service quality in accommodation, travel, shopping, dining and entertainment.

The Hanoi Radio and Television will record and broadcast the New Year 2026 Countdown program and will increase airtime for communication on activities and preparations to reach residents of the capital, people nationwide and international friends and visitors.

The Hoan Kiem Ward People's Committee will develop and implement plans to ensure security, traffic safety, fire prevention, rescue, medical services, environmental sanitation and urban beautification before, during and after the event within its management authority and will proactively deploy on-duty forces at event locations.

The ward will organize parking and vehicle-keeping areas in compliance with regulations, prevent illegal or spontaneous parking sites, install additional public toilets, strengthen waste collection and ensure environmental hygiene before, during and after the event.

The ward will promote the program on LED screens at Dong Kinh Nghia Thuc Square from December 26 to December 31, 2025 and will turn off the LED screen during the main event from 6:00 PM on December 31, 2025, to 12:30 AM on January 1, 2026.

Song Trang Media Joint Stock Company (ST Group) will take the lead in developing the detailed script, narration and artistic content of the program.

The company will coordinate with the Hanoi Department of Culture and Sports to prepare facilities, technical equipment, sound, lighting and all necessary conditions.

The business will promptly provide full information on schedules for activities, rehearsals and the official program to relevant city agencies and units.
