Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu signed Plan No. 152/KH-UBND dated April 14, 2026 on organizing a dialogue conference with small and medium-sized enterprises (SMEs) in Hanoi in 2026.
The conference aims to reaffirm the city government's commitment to supporting businesses in line with Resolution 68-NQ/TW, which identifies the private sector as a key driver of the capital's economy.
The event also commits to accelerating administrative reform, reducing processing time for procedures by 30% to 60% through "green lane" mechanisms and a "paperless – contactless" model to create the most favorable business environment.
At the conference, city leaders will exchange views, address concerns, and resolve difficulties faced by SMEs in investment, production, and business operations.
The event is scheduled to take place on the morning of April 16, 2026 at the third-floor hall of the Hanoi People's Committee headquarters at 12 Le Lai Street, Hoan Kiem Ward, with approximately 200 participants.
Attendees will include leaders of the Hanoi People's Committee, representatives of departments and agencies, business associations, SMEs operating in various sectors, and media organizations.
The conference agenda includes opening remarks by the Chairman of the Hanoi People's Committee, dialogue sessions addressing business concerns, and closing remarks.

The Hanoi Department of Finance will serve as the lead coordinator, responsible for preparing and consolidating the guest list, issuing invitations, confirming attendance, registering participants, and developing detailed event scenarios and dialogue moderation plans.
The department will prepare draft speeches for city leaders, organize event preparations, and coordinate with the Office of the Hanoi People's Committee on reception and logistics.
It will also coordinate with relevant departments to collect and categorize business concerns, assign responsible units to respond based on their functions, and prepare responses for the conference.
The department must compile and report all identified issues and proposed solutions to the Hanoi People's Committee before April 15, 2026.
It will also proactively prepare additional issues within its management scope to address questions raised during the conference.
The Hanoi Department of Finance is assigned to coordinate logistics and work with the Hanoi Department of Culture and Sports, the Office of the Hanoi People's Committee, and Hanoi media agencies to conduct communication activities before, during, and after the event.
Relevant departments and agencies, including the Hanoi departments of Industry and Trade, Construction, Agriculture and Environment, Tourism, Health, Culture and Sports, Education and Training, Justice and Home Affairs; the Management Board of High-Tech and Industrial Parks; the Hanoi Statistics Office; the Hanoi Tax Department; the Hanoi Customs Sub-Department; the Hanoi Public Administrative Service Center; the Hanoi SMEs Association; and the Hanoi Young Entrepreneurs Association, are responsible for coordinating with the Hanoi Department of Finance to review and compile business concerns within their sectors.
These agencies will propose solutions, prepare responses, and report to the Hanoi People's Committee before April 15, 2026, while also submitting information to the Department of Finance for program development.
They are also required to prepare for additional issues within their sectors to address emerging questions during the dialogue sessions.
Each unit will propose a list of 10 to 15 enterprises within their sectors to attend and speak at the conference, while coordinating invitation procedures, attendance confirmation, and reception arrangements.
