Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan signed Plan No. 151/KH-UBND dated April 14, 2026 on implementing Government Decree No. 307/2025/ND-CP dated November 27, 2025 on classification of administrative units.
According to the plan, the city will review and classify commune-level administrative units after completing the reorganization, establishment, and boundary adjustments under resolutions of the National Assembly's Standing Committee.
The plan aims to assess the scale, development level, and capacity of local government structures within each administrative unit as a basis for formulating socio-economic development policies.
The city will also develop organizational structures, staffing arrangements, and policies for officials and civil servants appropriate to each type of commune-level administrative unit, contributing to administrative stability and improving the effectiveness and efficiency of local state management.
This plan also serves as a basis for determining staffing levels and policy regimes for local government officials in accordance with each classification category.
The plan applies to all 126 commune-level administrative units in Hanoi, including 75 communes and 51 wards. Classification will be conducted using a scoring method.
The classification score is the total score achieved across all criteria, with a maximum of 100 points plus priority points where applicable.
Scores for each criterion will be rounded to two decimal places and based on four main criteria: (1) population size; (2) natural area; (3) socio-economic development conditions; and (4) specific factors.
Accordingly, commune-level administrative units will be classified into categories: special, Class I, Class II, and Class III, depending on total scores.
Wards will be classified as special if they achieve 90 points or higher, meet requirements for large population size and natural area, and satisfy priority criteria under Article 9 of Decree No. 307/2025/ND-CP; communes will follow provisions under Articles 6 and 9 of the decree.

The Hanoi Department of Home Affairs will take the lead, coordinating with relevant city departments and agencies to advise on implementing Decree No. 307/2025/ND-CP and promptly disseminate the purpose, significance, and requirements of classification to commune-level authorities after the plan is issued.
The department will compile and appraise classification dossiers, conduct field surveys where necessary, and send data and proposals from communes and wards to relevant departments and agencies for verification and consensus before submitting reports to competent authorities for decision.
The Hanoi Department of Home Affairs will submit proposals to the Chairman of the Hanoi People's Committee for decisions on classification of commune-level administrative units (for Class I, II, and III categories).
Relevant city departments and agencies are responsible for providing detailed guidance on data collection and calculation for each criterion or supplying data under their management to commune-level authorities as a basis for scoring.
Commune- and ward-level People's Committees are responsible for directing specialized units to review, collect, and calculate data for each criterion and prepare classification dossiers for submission to the Hanoi People's Committee.
Local authorities must prepare classification dossiers in accordance with criteria and scoring methods specified in Articles 6, 7, and 9 of Decree No. 307/2025/ND-CP.
They are responsible for ensuring the accuracy of classification dossiers and completing documentation in accordance with Article 11 of the decree before submitting it to the Hanoi Department of Home Affairs for appraisal.
Units must also consult relevant city departments and agencies to obtain information and ensure consistency of data across sectors during the preparation of classification proposals.
The Hanoi Department of Public Security is responsible for verifying and calculating scores related to population size criteria, including both permanent and converted temporary populations.
