Deputy Chairman of the Hanoi People's Committee Duong Duc Tuan on May 24 signed Decision No.2613/QD-UBND, issuing a plan to pilot a range of special mechanisms and policies designed to accelerate the development of the city's urban railway network.
The plan aims to fully, strictly, and effectively implement the conclusions of the Politburo and the National Assembly's Resolution No.188/2025/QH15, dated February 19, 2025, with a special focus on expanding the urban railway system in Hanoi.
The plan covers seven key areas, including:
Firstly, drafting detailed documents to clarify specific provisions of Resolution No.188. This includes consolidating the existing task force established under Decisions No.5806/QD-UBND (November 14, 2023) and No.1313/QD-UBND (March 8, 2024) and developing a resolution from the Hanoi People's Council to guide and implement Resolution No.188 and the Capital Law.
The plan also outlines the issuance of regulations on procedures for preparing, appraising, and approving route alignments, station locations, and Transit-Oriented Development (TOD) areas, the development of railway science and technology, and procedures for research, technology transfer, and application.
It sets requirements for conducting surveys and preparing technical designs (FEED) to replace the basic design phase in feasibility study reports and subsequent design phases, as well as investment cost management based on FEED design.
Additionally, criteria will be established for selecting state-owned enterprises or Vietnamese organizations to provide railway industry services, supply products, and undertake technology transfer.
A framework of technical standards and regulations for urban railway projects will also be developed.
Regarding planning, the plan requires a comprehensive review of land ownership and use along railway corridors and the compilation of a land bank for potential TOD development. This will guide route alignment and station locations within the approved TOD zoning plans.
The plan also emphasizes updating the Capital's transport master plan and electricity supply plan to ensure sufficient power for urban railway projects.
For project preparation and implementation, the plan calls for developing funding mobilization strategies for the periods 2026-2030 and 2031-2035 and annual sources of capital.
It also suggests that the Hanoi People's Committee consider advancing local budget funds while finalizing ODA loan agreements for urban railway projects.
Local budgets will allocate medium-term and annual public investment plans to support project preparation before official investment decisions are made.
A comprehensive plan will be developed for land acquisition, compensation, and resettlement for the urban railway network, including relocating high-voltage power facilities (110kV and above).
The plan proposes capital allocation for projects from 2026-2030 and adjustments to the 2025 capital plan. It aims to complete the underground section and fully operationalize the Nhon-Hanoi Station pilot urban railway line by 2027. Construction of Line 2 (Nam Thang Long-Tran Hung Dao) and Line 5 (Van Cao-Ngoc Khanh-Lang-Hoa Lac) will begin in October 2025.
Additional projects for the 2026-2030 period include Line 3 (Hanoi Station-Yen So, Hoang Mai), Line 2 (Tran Hung Dao-Thuong Dinh), Line 2 (Nam Thang Long-Noi Bai), and an extension of Line 2A to Xuan Mai. Further phases will cover projects between 2031-2035 and 2036-2045.
Relevant departments, agencies, and localities with railway projects are required to organize their staff and resources to implement the plan effectively.
The Hanoi Urban Railway Management Board will oversee and coordinate the implementation of this plan.
