For 2026–2030, the city aims to implement at least 120,000 social housing units in line with directions from the Standing Board of the Party Committee of the Hanoi People's Committee under Notice No. 358-TB/DU.
Based on a review and proposals from the Department of Construction, the city plans to launch 148 social housing projects during this period. The projects are expected to cover about 568.3 hectares and provide around 135,602 apartments.
At the same time, Hanoi will continue coordinating with the Ministry of Public Security and the Ministry of National Defense to develop housing for armed forces personnel, with a total demand estimated at about 62,800 units. This will supplement the city's social housing stock and help ensure assigned targets are met.
The above figures are preliminary and will be finalized when detailed planning and investment approval procedures are completed in accordance with regulations. The plan guarantees the completion of at least 120,000 units as assigned by the Hanoi Party Committee under Plan No. 355-KH/TU for 2026–2030.
The targets are aligned with adjustments to the Hanoi Housing Development Program for 2021–2030 approved by the city's Party leadership and People's Council. A reserve margin has also been built in to address possible delays caused by objective or force majeure factors.
Looking further ahead, in the 2026–2035 period, Hanoi aims to complete approximately 500,000 social housing units.
Projects scheduled for completion after 2030 will continue to seek investment approval and investor designation under Clause 1, Article 7 of Government Decree No. 192/2025/ND-CP. Additional projects may be proposed on publicly announced land plots in accordance with Clause 2, Article 7 of the same decree. Projects converted from other housing types into social housing will be reviewed and updated in the plan.
Policy mechanisms and implementation measures
Hanoi will implement National Assembly Resolution No. 201/2025/QH15, Government Decrees No. 192/2025/ND-CP and 261/2025/ND-CP and Resolution No. 70/2025/NQ-HDND of the Hanoi People's Council. These documents regulate the use of the state budget to invest in core technical and essential social infrastructure for standalone social housing projects.
The city will also continue to study and propose specific mechanisms under the amended Capital Law. These include adjusting apartment size structures compared with the Housing Law to better suit Hanoi's conditions and multi-purpose use.
Under the proposed approach, social housing investors may decide apartment size structures based on investment norms and commercial housing standards while ensuring flexibility and market responsiveness. The number and purpose of social housing units may be adjusted in line with actual market demand.
Rental social housing will be developed for multiple purposes, including housing for eligible social housing beneficiaries, official residences and temporary accommodation for site clearance and old apartment renovation projects. Temporary resettlement housing may be developed in independent zones through various investment models, including public investment or commissioned construction.
The city will continue reviewing and updating the list of social housing projects to incorporate them into the overall housing development plan. It will support investors in accessing preferential loans in accordance with Government Resolution No. 33/NQ-CP.
Low-income earners, poor and near-poor households in urban areas and workers in industrial zones will be facilitated in accessing preferential credit under the social housing lending program disbursed through the Hanoi branch of the Vietnam Bank for Social Policies.
Hanoi will accelerate the implementation of projects that have already received investment approval and will promptly approve and designate investors for projects that have completed appraisal procedures.
Inspection, supervision and support for enterprises and investors will be strengthened to ensure progress. Strict monitoring and evaluation of investment activities will be carried out to speed up project completion.
The city will organize appraisal and selection of investors, review planning schemes and propose land plots for subsequent public disclosure of project information in line with regulations.
Land allocation, land lease and land use conversion procedures will be implemented after competent authorities approve the investment policy and designate investors without bidding.
For projects where investors have been selected but site clearance has not been completed, investors are responsible for allocating funds and coordinating with commune-level authorities to finalize land clearance.
Hanoi will mobilize maximum social resources, including capital from organizations, households, individuals and enterprises, to participate in social housing development.
The city will allocate budget capital, either through the establishment of a municipal Housing Fund or integration into the functions of the Hanoi Development Investment Fund, to invest in external technical infrastructure for social housing projects and core infrastructure within social housing areas. This is to ensure synchronized development alongside residential construction.
Priority will be given to public investment capital to build or purchase social housing units in projects for rental purposes, particularly on land plots located near industrial zones.
