Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen has signed Plan 306/KH-UBND on November 12, 2025, to implement the project "Comprehensive assessment of the bus network as the basis for solutions to improve service quality and public transport output."
The plan directs agencies to carry out all solutions outlined in the project to raise service quality and increase public transport volume.
Improving mechanisms and policies
The city will draft a resolution to amend Clause C, Item 4, Article 2 of Resolution 07/2019 of the People's Council to expand incentives for mass transit development.
The amendment encourages investment in bus stations, parking lots, and other motor-vehicle facilities, and promotes high-tech management of the transport system.
The city will complete cost norms and pricing frameworks for bus operations to prepare for tendering or ordering public transport services. Hanoi will also prioritize land allocation for bus terminals, bus hubs, and parking spaces.
- Adjusting and optimizing routes
The city will work with local wards and communes to review, modify, and expand bus coverage to underserved areas or areas with high demand, such as new urban zones, shopping centers, universities, hospitals, railway stations, and intercity bus stations.
- Expanding the bus network
2025–2030:
Hanoi will develop electric and green-energy bus routes that connect with urban rail lines, areas without bus service, new urban zones, the national exhibition center, and museums.
2031–2035:
The city will create direct routes linking satellite urban centers to interchange points along the beltways of the central city. Inside satellite towns, it will develop feeder routes and tourist routes serving local historical and cultural sites.
Hanoi will expand bus routes along future BRT and urban rail corridors to form travel habits based on public transport. Once BRT and rail lines open, existing bus routes will be reshaped into feeder lines, passenger-relief routes, or discontinued if necessary.
The city will build routes connecting to new residential areas, entertainment zones, and newly planned office centers, including the Tay Ho Tay government complex, Kim Quy Park, and Ngoc Trai Theatre.
- Upgrading bus infrastructure
Hanoi will review all bus stops, adjust spacing, and relocate stops to improve access and network connectivity. Stops will sit near metro stations, parking areas, and other transport services such as taxis and public bicycles. All stops will be coded and updated on the Busmap app.
The city will renovate existing terminals and hubs and invest in new ones with consistent design and better passenger amenities. These locations will support multimodal travel, including Park & Ride facilities, and will include redesigned stops along Metro Lines 2A and 3 and BRT corridors.
Hanoi will implement the 2026–2028 project to build a new system of bus shelters. Priority sites include tourist zones and high-traffic transfer points. The shelters will feature QR codes with route information and AI-supported chatboxes to answer questions about routes and travel times.
- Creating a unified bus brand
The city will issue regulations on brand identity, including vehicle colors and advertising rules such as placement, coverage, and permitted content.
- Developing human resources
Hanoi will require training in transport operations, driving skills, and traffic safety for all drivers and onboard staff. Agencies will develop a code of conduct and procedures for handling situations.
- Applying smart technology
The city will deploy an integrated e-ticketing system for all public transport. It will upgrade the passenger-information system, bus maps, Busmap software, and infrastructure management.
More electronic boards will be installed at stops, terminals, and hubs to provide real-time bus arrival times. Cameras will be added at major hubs.
The Hanoi Department of Construction will coordinate implementation, oversee progress, and report results. The department will work with relevant agencies to propose policies and investment plans on infrastructure, vehicles, technology applications, technical standards, and service pricing.
