Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen has signed Official Dispatch No. 32/UBND-LSLT dated January 5, 2026 on organizing the Xuan Que Huong (Homeland Spring) 2026 program.
To ensure successful and timely implementation, the city assigned the following tasks:
The Office of the Hanoi People's Committee will serve as the standing agency, coordinating with the State Committee for Overseas Vietnamese under the Ministry of Foreign Affairs to organize the Homeland Spring 2026 program. It will act as the focal point for coordination and supervision of city units.
The office will lead preparations of facilities for meetings and receptions hosted by city leaders for outstanding overseas Vietnamese delegates, organize the ethnic arts performance at the reception on February 6, 2026, arrange transportation for program activities and handle related protocol and logistics.
The Hanoi Department of Culture and Sports will lead, in coordination with the State Committee for Overseas Vietnamese, the organization of the incense-offering ceremony by the State President and spouse at the Ly Thai To Monument and the incense-offering ceremony and traditional carp release ritual at Ngoc Son Temple on the morning of February 8, 2026, subject to approval.
The department will also lead the organization of the artistic performance on the evening of February 8, 2026 and guide decorations, banners and publicity on city streets, while implementing media coverage for program activities.
The Hanoi Department of Agriculture and Environment will prepare personal gifts, consisting of OCOP products, for outstanding overseas Vietnamese delegates at the city leadership meeting on February 6, 2026.
The Hanoi Department of Construction and the Hanoi Department of Public Security will organize traffic diversion around the National Convention Center, arrange parking and ensure traffic safety from 5:00 p.m. to 11:00 p.m. on February 8, 2026 and during other program activities.
The Hanoi Department of Construction will also direct the Hanoi Urban Environment Company and related units to ensure green, clean and orderly sanitation before, during and after events at the Ly Thai To Monument, Ngoc Son Temple, Thang Long Imperial Citadel Heritage Conservation Center and the National Convention Center.
The Hanoi Department of Health will arrange ambulances and on-duty medical staff around the Ly Thai To Monument, Ngoc Son Temple, Thang Long Imperial Citadel Heritage Conservation Center and the National Convention Center.
The Hanoi Department of Finance will guide agencies on budget arrangements for assigned tasks and on payment and settlement procedures in compliance with regulations.
The Hanoi Department of Public Security will manage traffic, ensure security and safety for the entire program and maintain order at all venues, especially around and inside the Thang Long Imperial Citadel Heritage Conservation Center, Ly Thai To Monument, Ngoc Son Temple, the Presidential Palace area, the Office of the State President and the National Convention Center.
The police will also deploy fire prevention and firefighting forces on standby at the National Convention Center from 5:00 p.m. to 11:00 p.m. on February 8, 2026.
Ba Dinh Ward will coordinate with the organizing committee and city departments to ensure traffic order, security, safety and environmental sanitation at incense-offering and carp release ceremonies, subject to approval and at meetings between Party and State leaders and overseas Vietnamese delegates on February 8, 2026.
Hoan Kiem Ward will coordinate with relevant units to ensure traffic, security, safety and environmental sanitation at the city leadership meeting on February 6, 2026 and at the incense-offering and carp release ceremonies on the morning of February 8, 2026, subject to approval.
Tu Liem Ward will coordinate with the organizing committee and city agencies to ensure traffic, security, safety and environmental sanitation at the cultural exchange program at the National Convention Center on February 8, 2026.
The Thang Long Imperial Citadel Heritage Conservation Center will coordinate with the State Committee for Overseas Vietnamese to organize the incense-offering ceremony by the State President at Kinh Thien Palace on the morning of February 8, 2026, subject to approval.
The Hanoi Electricity Corporation will ensure power supply and backup electricity for rehearsals and the official cultural exchange program, assign technical staff on duty and guarantee stable power throughout all Homeland Spring 2026 activities.
