Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has signed Plan No. 332/KH-UBND dated December 10, 2025 on resolving the "urban order" bottleneck and building communes and wards that ensure order, discipline and urban civility across Hanoi.
The plan aims to concentrate resources and manpower, mobilize the entire political system and thoroughly address the urban order bottleneck, with the goal that 100% of communes and wards meet standards of order, discipline and urban civility.
It seeks to create visible changes in the urban landscape, shift outdated perceptions and habits, improve residents' quality of life and help build a capital that is bright, green, clean, beautiful, civilized and safe.
The plan also emphasizes the directive of the City Party Secretary, "Do not cite difficulties – only discuss solutions", clearly defines the roles and responsibilities of each unit and force for each task and area, assigns "clear people, clear tasks, clear areas" and ensures continuous implementation without pauses or new bottlenecks.
Implementation must comply with the law, government policies and directives of city leaders. Authorities must apply measures that are comprehensive, coordinated, decisive, creative and effective in using digital technology, with a principle of completing each task thoroughly.
Criteria for ensuring urban order, discipline and civility
Authorities must keep sidewalks flat, clean and well maintained and must ensure complete road signage.
Authorities must eliminate spontaneous or temporary street markets. They must arrange vehicles on sidewalks neatly in accordance with regulations and ensure adequate space for pedestrians.
Authorities must license all vehicle parking sites, mark them properly, require public price display and ensure operations stay within approved areas.
Authorities must organize stopping, parking and passenger pickup and drop-off at designated, lawful locations.
Authorities must install signboards, advertisements and directional signs at proper sizes and positions to ensure urban aesthetics.
Authorities must underground all power lines and telecommunications cables and remove power poles and transformer stations citywide.
Authorities must maintain trees, flowerbeds and lawns properly and ensure no branches obstruct visibility, traffic signs, or signal lights.
Authorities must keep drainage systems clear, free of waste and prevent localized flooding after rain.
Authorities must keep roadways and sidewalks clean, prevent waste accumulation and collect waste on time and at designated locations.
Authorities must keep trash bins and public toilets clean and orderly. They must require vehicles transporting waste, construction materials, sludge, soil and household waste to cover all loads properly.
Contents and measures
1. Immediate solutions to be implemented and completed by the first quarter of 2026:
Authorities will focus on clearing, rearranging and upgrading roads and sidewalks and will maintain a clean and orderly urban appearance.
Units will develop flexible measures based on local conditions, combine communication and enforcement, minimize impacts on social welfare and lawful livelihoods and aim for 100% compliance across all communes and wards.
Authorities will establish clear coordination mechanisms among the Hanoi Police and relevant departments and units.
2. Long-term solutions for the 2026–2027 period:
Authorities will comprehensively review legal documents related to urban order management, including sidewalk and roadway use, advertising, parking, business management, administrative sanctions and public space organization and will propose amendments or new regulations that are consistent, transparent and enforceable.
Authorities will review infrastructure, plan and invest in centralized parking facilities and transfer points in central and tourist areas, apply smart and automated technologies in parking management, expand surveillance camera systems integrated with AI on key streets and develop a digital urban order database to support proactive management and professional operations.
