Deputy Chairman of the Hanoi People's Committee, Duong Duc Tuan, on December 18, signed Official Dispatch No.4255/UBND-DT to address challenges and obstacles and accelerate affordable housing projects.
City departments, agencies, and district-level authorities must enhance the effectiveness of tasks and solutions outlined in resolutions and directives issued by the Prime Minister, the Government, and the Hanoi People's Committee.
They must take measures to streamline administrative procedures, decentralize authority, and reduce bureaucratic barriers. This approach aims to make it easier for enterprises to invest in social housing projects while enabling eligible beneficiaries to access these homes.
Local authorities are asked to simplify administrative processes related to land allocation, site clearance, construction investment, and investor selection, thus ensuring transparency, progress, and efficiency.
The municipal and district-level authorities, along with government agencies, are dedicated to implementing the "Building One Million Affordable Houses for Low-Income Groups and Industrial Workers in 2021–2030" program.
Hanoi also targets to meet its social housing development quotas for 2024 while integrating these objectives into its five-year and annual socio-economic development plans.
To create clean land reserves for social housing development, Hanoi will actively allocate funding and organize site clearance. It will also conduct open and transparent bidding processes to select investors with sufficient financial capacity and experience.
For projects already under construction, the city will monitor their progress closely to ensure their timely completion and early operation.
For projects that have received investment approval, there will be an accelerated process for investor selection, land allocation, issuance of land use rights certificates, and approval of basic and technical designs to ensure the prompt commencement of construction.
Regarding undeveloped land designated for social housing, Hanoi will expedite the preparation of master plans, assessment of pre-feasibility studies, and inclusion of these projects in local planning programs.
The Department of Construction must fulfill assignments in Document No.2988/UBND-DT, released by the municipal People's Committee, by the end of 2024.
The Department of Justice will oversee and expedite the drafting of legal documents necessary for implementing the Land Law, Housing Law, and Real Estate Business Law as per the timeline set by the Hanoi People's Committee.
The Department of Planning and Architecture will collaborate with local authorities to review and update urban and industrial park plans, ensuring that sufficient land is allocated for social housing, including accommodations for industrial workers and members of the armed forces.
The city will strictly enforce regulations requiring land for worker accommodations within industrial parks and 20% of residential land in commercial housing and urban area projects to be reserved for social housing development.
The Department of Construction will compile and announce a list of eligible social housing and worker housing projects for a VND120 trillion (US$4.7 billion) credit package.
The list will be published on the city's and department's websites and submitted to the State Bank of Vietnam and the Ministry of Construction for oversight.
The Vietnam Bank for Social Policies' Hanoi branch will review and report to the authorities on balancing and allocating local budget funds to lend to individuals and organizations for purchasing, renting, or renovating social housing under existing regulations.
This directive aligns with the Prime Minister's guidance in Official Dispatch No. 130/CD-TTg, dated December 10, 2024, emphasizing the need for prompt action to overcome challenges and accelerate the progress of social housing projects in Hanoi.
