Overview of the meeting.
On March 20, the Standing Committees of the Hanoi People's Council, People's Committee and Vietnam Fatherland Front of Hanoi held a conference to discuss and approve the timing and agenda of the first session of the 17th Hanoi People's Council for the 2026–2031 term.
Attending the conference were Vu Dai Thang, member of the Party Central Committee, Vice Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee; and Phung Thi Hong Ha, Vice Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council.
Also present were members of the Standing Board of the Hanoi Party Committee, including Chairwoman of the Vietnam Fatherland Front of Hanoi Bui Huyen Mai, Standing Vice Chairman of the Hanoi People's Council Tran The Cuong and Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan.
The conference was also attended by vice chairpersons of the People's Council and People's Committee, as well as leaders of relevant departments and agencies.
The first session of the 17th Hanoi People's Council is scheduled to take place over two days, March 30 and 31.
At this session, the council is expected to elect positions under its authority and appoint people's jurors for the 2026–2031 term.

In addition, the council will review reports on the results of the election of council deputies and the verification of their eligibility, along with a report summarizing voter opinions and recommendations collected during the election process.
The session will also consider several resolutions, including plans for regular council meetings in 2026, the operating regulations of the 17th council, approval of the Hanoi master plan with a 100-year vision and regulations on uniforms, insignia and equipment for market management officers under the Department of Industry and Trade.
The council will review policies on funding for detention, criminal judgment enforcement and judicial support, as well as management of individuals staying at facilities under the Hanoi Department of Public Security while awaiting exit procedures and expenditure levels for the People's Court and Procuracy of Hanoi.
Other items include regulations on funding for training and professional development of public employees; a resolution replacing a 2022 resolution on financial support for former political prisoners' liaison committees and gift policies for public holidays; and amendments to policies supporting people with meritorious service and their families.
The session will also consider approving the policy for the Cau Bay River environmental remediation and landscape development project under a PPP-BT contract model, as well as a proposal on establishing a low-emission zone within Ring Road 1.
Speaking at the conference, Chairman of the Hanoi People's Committee Vu Dai Thang expressed strong agreement with the proposed agenda and emphasized the need to allocate sufficient time for discussions on socio-economic development, considering it a key pillar aligned with national and city strategies.

He highlighted that approving the Hanoi master plan with a 100-year vision at the session will provide a foundation and momentum for effective implementation across sectors.
Chairwoman of the Hanoi People's Council Phung Thi Hong Ha requested the Standing Committee of the Hanoi People's Council assign its committees to coordinate with the Hanoi People's Committee and relevant agencies in preparing session documents and appraising reports, proposals and draft resolutions.
Regarding personnel work, she stressed that the timeline leading up to March 31 is very tight, requiring urgent completion of documentation in full compliance with regulations to avoid errors affecting overall outcomes.
