Overview of the Party congress in Phu Xuyen Commune.
The Party Committee of Phu Xuyen Commune on August 2 held its first Party Congress for the 2025–2030 term, with 232 official delegates representing nearly 4,500 Party members.
According to Nguyen Xuan Thanh, Secretary of the Party Committee and Chairman of the People's Council of Phu Xuyen, the Party and the people of the commune overcame difficulties and successfully implemented the resolutions set out in the previous congress for 2020-2025.
Special attention was paid to strengthening the Party and political system, resulting in a more qualified and capable cadre of officials and Party members.
The Vietnam Fatherland Front and other mass organizations renewed their operations and played a more active role in mobilizing the people in emulation movements.
The commune's economy grew at a steady pace, and infrastructure was upgraded to become more modern and spacious. People's living standards improved significantly, and the commune now has no poor households.
Health, education, culture, and sports also made positive progress. The local government responded decisively to the Covid-19 pandemic, helping to protect public health.
Administrative discipline, satisfaction with public services, and digital transformation all saw notable improvements. National defense, public security, and social order were also well maintained.
For the 2025–2030 term, Phu Xuyen aims to make breakthroughs in administrative reform, digital transformation, infrastructure development, and the industrial-construction sectors.
By 2030, the commune targets an annual economic growth rate of at least 11%, an annual state budget revenue increase of more than 15%, and an average per capita income of over VND120 million (US$4,570), an increase of over 55% compared to 2025.
The commune also aims to eliminate poverty under the multidimensional poverty standard and ensure 100% of households have access to clean water.
The local Party Committee has set a goal of admitting at least 135 new Party members annually, including 2–4 high school students each year.
Speaking at the congress, Nguyen Van Phong, Permanent Vice Secretary of the Hanoi Party Committee, praised the comprehensive achievements of the Party and the people of Phu Xuyen over the past term.
According to Phong, the political report presented at the congress was thoroughly and responsibly prepared.
The southern area of the capital, including Phu Xuyen Commune, still lags behind other areas despite its potential.
One major issue is the lack of sustainable development, particularly in environmental protection. Whilst, pollution in traditional craft villages, livestock farming areas, and ongoing violations in land use and construction management remain unresolved.
These problems stem from weak administrative discipline among local officials and poor enforcement of land regulations, leading to broken planning and delays in site clearance, which is one of the major bottlenecks for infrastructure development in both the commune and the city.
A key lesson learned from past development efforts is the need for genuine unity and consensus.
Without true solidarity, even new administrative models or organizational changes will not produce meaningful results. Unity, therefore, is the foundation and prerequisite for development.
With its central location in southern Hanoi and as part of the Phu Xuyen satellite urban area as designated by the Prime Minister, the commune must see itself as a driver of regional socio-economic and cultural growth.
Phu Xuyen must take on greater responsibility not only for the southern area of the capital but also for the entire city.
The goals in the political report, while grounded in reality, still fall short of the commune's full potential and the expectations of the city. For example, the target per capita income of VND120 million ($4,570) by 2030 is only half the city's average.
This figure should be reconsidered to reflect the Party Committee's determination and strategic vision.
Phu Xuyen has a rich cultural and historical tradition and is home to numerous renowned traditional craft villages with centuries of history.
Integrating craft village development with cultural preservation, tourism, and the cultural industry is a promising path forward, but this potential remains underutilized.
The congress needs to clarify the key breakthroughs and specific initiatives for the next term to avoid missing further development opportunities.
In terms of human resources, which are crucial to all success, the commune must prioritize building a qualified and responsible cadre, especially under the new two-tier local government model.
This model requires fundamental changes in mindset, working methods, and the spirit of serving the people.
Officials and Party members must be trained not only in knowledge and skills but also in awareness, attitude, and a strong sense of responsibility.
If Phu Xuyen is to become a regional center, it must first have leaders who are up to the task.
Planning is a matter of life and death for the commune. Therefore, Phu Xuyen must urgently update its local planning to align with the city's major approved plans, ensuring consistency and long-term feasibility for sustained development.
The commune must also promote cultural and social development in a way that preserves local identity while meeting modern development needs.

It should strongly link cultural development with the growth of the cultural industry, tourism, and craft village tourism based on unique advantages that few other areas possess.
Regarding digital transformation, the commune must push harder.
It is not enough to simply set general directions. There must be concrete plans, action programs, and detailed roadmaps linked to building a people-oriented, efficient local government.
Digital transformation must become a breakthrough tool in administrative reform, improving services for residents and businesses.
Vice Secretary Phong urged the Party Committee to quickly turn the congress resolution into concrete programs, plans, projects, and proposals with clear timelines, assigned responsibilities, and deadlines measured by the day or week, not just by the month or quarter.
He expressed confidence that with its revolutionary and cultural traditions, strong desire for development, and unity within the Party and among the people, Phu Xuyen would develop rapidly and sustainably, becoming a new growth center for the southern area of Hanoi in the 2025–2030 term and beyond.
At the congress, Le Thanh Hai, Permanent Vice Secretary of the commune's Party Committee, announced key appointments, including decisions on the Party Executive Committee, the Party Standing Committee, the Secretary, the Deputy Secretary, and the Inspection Committee for the 2025–2030 term.
He also announced the decision to appoint delegates to attend the 18th Hanoi Party Congress for the 2025–2030 term.
