On April 29, a delegation from the Central Party Committee's Organization Commission conducted a survey on Party building and rectification, efforts to strengthen the political system, and measures to improve the quality of Party organizations and members within the Hanoi Party Committee.
The meeting was co-chaired by Director General of the Department of Grassroots Party Organizations and Members under the Central Party Committee's Organization Commission Tran Viet Cuong and Standing Deputy Head of the Hanoi Party Committee's Organization Commission Trieu Thi Ngoc.
Reporting at the meeting, Standing Deputy Head of the Hanoi Party Committee's Organization Commission Trieu Thi Ngoc said the implementation of Conclusion No. 21-KL/TW and Plan No. 03-KH/TW, along with Directive No. 28-CT/TW and Guideline No. 02-HD/BTCTW, has been carried out decisively and methodically by the Hanoi Party Committee, delivering substantive results.
Hanoi has promoted digital transformation in Party building and the political system, gradually forming a modern governance model based on data.
The synchronized deployment of digital platforms, digitization of personnel databases, application of OKR and KPI systems and the "electronic Party member handbook" has shifted management from manual to digital methods and from qualitative assessment to data-driven evaluation, improving transparency and efficiency in leadership and direction.
Specifically, Hanoi has organized recruitment for 179 leadership positions and conducted more than 5,800 transfers, rotations and job reassignments.
Notably, cadre evaluation has transitioned from qualitative to quantitative methods through a software system with over 177,000 accounts, achieving a participation rate of 99.32%.
Evaluation results have been applied in practice to adjust 645 personnel cases, addressing formalism.

At the same time, staff streamlining combined with workforce restructuring has achieved strong results, reducing civil servant staffing by 14.1% and public employee staffing by 10% compared to 2015.
In recent years, the Standing Committee of the Hanoi Party Committee and Party committees at all levels have inspected 106 Party organizations and 54 Party members and supervised 189 Party organizations and 41 members.
Party committees at all levels inspected 6,472 Party organizations and 6,353 members and supervised 5,078 organizations and 4,874 members.
Inspection commissions at all levels supervised 4,158 Party organizations and 4,764 members, ensuring strict Party discipline enforcement with no exceptions.
Party activities have become more orderly and disciplined, with average participation rates exceeding 93%.
From 2020 to the first quarter of 2026, the Hanoi Party Committee admitted 64,753 new Party members.
Notably, Party development among students and non-state enterprises has accelerated.
The number of high school students admitted increased from 2 in 2020 to 445 in 2025. University student admissions tripled to 2,310 in 2025.
Admissions among private business owners also rose significantly, with 58 new private business owners admitted in 2025, 29 times higher than at the beginning of the term.
At the meeting, delegates assessed substantive progress in implementing Conclusion No. 21-KL/TW and Directive No. 28-CT/TW, identified lessons learned, highlighted difficulties and bottlenecks and introduced effective models and innovative approaches.
They also proposed solutions to address existing challenges and improve mechanisms for managing Party membership development and screening.
Speaking at the meeting, Standing Deputy Head Trieu Thi Ngoc said that to enhance Party building capacity at the commune level, the Hanoi Party Committee's Organization Commission, together with Party building agencies, has issued practical guidance documents using a hands on approach, applying digital transformation and developing online guidance platforms for implementation.
She emphasized that units must proactively train their own personnel to meet task requirements.
As a result, the quality of commune level officials has improved and generally meets professional requirements.
Hanoi has also applied digital transformation to promote Party organization and membership development in enterprises.
Alongside expansion, Hanoi focuses on improving the quality of Party organizations in equitized enterprises, private businesses and newly established companies.
Notably, Hanoi has successfully piloted Party cells in apartment complexes and new urban areas, facilitating Party activities and strengthening community connections.
Ngoc added that in the coming period, the Hanoi Party Committee's Organization Commission will continue advising leadership on specialized training programs and issue guidance on standards and criteria for residential group leaders and Party cell secretaries.
Cadre evaluation will also be further quantified with specific criteria and integrated with operational management and Party member management software.

In his concluding remarks, Director General Tran Viet Cuong commended the serious and effective working spirit and the quality of exchanges between the delegation and the Hanoi Party Committee's Organization Commission, as well as contributions from local authorities and schools.
After reviewing reports and practical feedback, he affirmed that selecting Hanoi as a survey site was appropriate due to its diverse organizational models, innovative practices and effective implementation aligned with central regulations and directives.
He noted that Hanoi's experience highlighted the foundational role of grassroots Party organizations and members as core political units closest to the people and directly responsible for implementing Party policies.
Cuong said the delegation recognized that the proposals focused on key issues such as Party activities, cadre evaluation and leadership accountability.
He requested the drafting team and delegation members compile effective models, notable results and practical challenges and to promptly reflect grassroots-level solutions.
