The Hanoi People's Committee has issued Directive No. 07/CT-UBND dated April 23, 2026 to strengthen the effectiveness of state management of automated and continuous wastewater and emissions monitoring systems across the city.
To ensure the integrity and reliability of environmental monitoring data, the Chairman of the Hanoi People's Committee requires heads of departments, agencies, local authorities and relevant organizations and individuals to strictly implement the following.
Principles
Automated and continuous monitoring of wastewater and emissions must ensure accuracy, objectivity, continuity and transparency, with data transmitted, stored and utilized in accordance with legal regulations.
Environmental monitoring data serves as a key basis for state management and must be strictly controlled and protected from unauthorized interference.
The management and operation of monitoring systems must be linked with digital technology, automation and data analysis to detect anomalies early and improve supervision effectiveness.
Implementation requirements
Facilities subject to mandatory monitoring must fully comply with responsibilities under the Law on Environmental Protection and related regulations issued by the Ministry of Agriculture and Environment.
These facilities must install, operate and continuously transmit monitoring data to the Hanoi Department of Agriculture and Environment without interruption. No exemption is allowed even if systems are inspected or seized. Backup solutions must be implemented to ensure continuous data flow.
Agencies and units must review and inspect all monitoring equipment, software and operational processes to ensure stable and continuous connectivity, with no interruption exceeding five minutes within one hour.
Equipment must be calibrated using valid standard substances and comply with regulations under Circular No. 10/2021/TT-BTNMT.
Data security and integrity must be ensured, including sealing automatic sampling cabinets, controlling access to data loggers, sealing connection ports, managing administrative accounts and ensuring real-time secure data transmission and backup.
Inspection and supervision
The Hanoi Department of Agriculture and Environment will lead the review and evaluation of monitoring systems, organize inter-agency inspections and apply digital technologies and artificial intelligence to analyze and detect abnormal data.
The department will also publicize a list of facilities that have not installed, connected, or transmitted data and propose mechanisms for improved monitoring management.
The Hanoi Department of Science and Technology will advise on technical solutions for calibration, equipment sealing and system security, ensuring data accuracy and protection.
The Hanoi Department of Public Security will coordinate inspections and investigate violations involving interference or falsification of monitoring data.
Management boards of industrial zones and high-tech parks and local authorities will review facilities under their jurisdiction, inspect compliance and coordinate handling of violations.
Monitoring service providers must comply with technical standards, operate within licensed scopes and are prohibited from falsifying monitoring results. They will bear joint responsibility for violations.
Monitoring data must be publicly disclosed on websites or electronic boards at facilities immediately after results are available, with a minimum disclosure period of thirty days.
Violations will be handled in accordance with environmental administrative penalty regulations and related city rules.
