Vice Chairman of the Hanoi People's Committee Truong Viet Dung has signed Official Letter No. 1708/UBND-DT, dated April 23, 2026, approving free access to subsidized public transport services, including buses and urban rail, for residents and visitors during the Hung Kings Commemoration Day, Victory Day (April 30), and International Workers' Day (May 1).
Accordingly, Hanoi will provide free rides on subsidized public transport for seven days, divided into two phases. The first phase for the Hung Kings holiday runs from April 25 to 27, 2026.
The second phase for the April 30 and May 1 holidays runs from April 30 to May 3, 2026, based on proposals from the Hanoi Department of Construction and the Hanoi Department of Finance.
The Hanoi Department of Construction is assigned to oversee and direct the Hanoi Traffic Management and Operation Center, bus service providers, and the Hanoi Metro Company to implement plans that ensure safety, smooth operations, and effective service for residents and visitors.
The department will monitor passenger volumes to adjust service frequency when demand increases and ensure accurate tracking of free ride usage for settlement and payment purposes.
It will also review and adjust procurement or bidding plans if necessary, balance funding within the 2026 subsidy budget, and coordinate with the Hanoi Department of Finance for any required budget adjustments.
The Hanoi Department of Finance will coordinate and guide the allocation, use, and settlement of subsidy funds in accordance with regulations.
The Hanoi departments of Culture and Sports, Science and Technology, Tourism, and Public Security, along with local authorities, are tasked with strengthening communication to inform residents and visitors of the free transport policy and ensuring traffic safety and urban order at bus stops and metro stations.
