The Party Committee of Hoang Mai Ward on July 30 held its first Party Congress for the 2025-2030 term.

Hoang Mai Ward was recently established through the merger of most of the land and population from the former wards of Yen So, Thinh Liet, Tan Mai, and parts of Giap Bat, Hoang Liet, Tuong Mai, Hoang Van Thu, Hoang Mai, Linh Nam, and Tran Phu wards.

The new ward covers 9.04 km2 and is home to more than 98,000 people across 87 residential groups.

The local Party organization consists of 87 Party units, including 4 grassroots-level Party organizations, 36 grassroots-level Party cells, and 47 neighborhood Party cells, with a total of 3,926 Party members.

In 2020-2025, Party building and political system development in the area saw significant progress.

The Party's leadership was strengthened, and the quality of the local leadership team improved. Cadre planning, training, rotation, and development were carried out in line with regulations and achieved good results.

In economic development, local Party committees focused on increasing budget revenue and removing barriers to business and production.

The local economy continued to grow steadily. Between 2020 and 2025, state budget revenue reached 101% of the assigned target, with an average annual increase of 8%.

The newly merged areas that now form Hoang Mai Ward generated VND280 billion (US$10.7 million) in local budget revenue, meeting 118.6% of the target.

Urban planning, land and environmental management, and land clearance saw positive changes.

The number of licensed construction projects increased year by year. Violations involving public land and agricultural land decreased. Several key projects were completed and put into public use.

The ward also made strong progress in social and cultural development, especially in education and training, with improvements in both the size and quality of the school network.

For the 2025-2030 term, the ward's Party Committee set out five key tasks and two breakthroughs under the motto "Solidarity – Democracy – Discipline – Breakthrough – Development."

The first task is to accelerate administrative reform and build a digital government. The second is to invest in synchronized infrastructure development, especially in residential areas, focusing on transportation, drainage, environmental management, community spaces, and greenery.

The ward has outlined a roadmap for major infrastructure projects. These include completing Tam Trinh Street and the Dong Tau–Giai Phong route by 2026, finishing the Route 2.5 extension to the ward's administrative center by 2027, upgrading eight green spaces by 2028, and gradually upgrading urban roads in order of priority.

Speaking at the congress, Phung Thi Hong Ha, Permanent Vice Chairwoman of the Hanoi People's Council, said that the tasks ahead are challenging and require strong commitment and readiness to innovate.

She emphasized the need for seamless leadership and coordination in the two-tier local government system to ensure uninterrupted governance and public service.

Ha called on the local Party Committee to uphold traditions of unity, responsibility, and creativity; to continue reforming leadership methods; and to strengthen the capacity and integrity of the political system.

The ward must also streamline its government apparatus and prepare carefully for the upcoming elections of the 16th National Assembly and People's Councils at all levels for the 2026-2030 term.

Ha urged the ward's leaders to assess their local advantages within the broader development of Hanoi and develop a long-term socio-economic strategy.

Investment should focus on infrastructure, education, and cultural facilities to improve living standards.

Governance should be strengthened in all areas, including planning, public investment, land use, construction order, environmental protection, traffic safety, and fire prevention.

She also stressed the importance of applying information technology in administration and public service delivery, aiming to make Hoang Mai a model ward in digital governance.

Following the Congress, she requested the new Party Committee to promptly disseminate and implement the resolutions among Party members and employees, ensuring high consensus and effective action.

Local Party units must develop detailed plans and timelines to implement the Congress's resolutions through to the end of the term.

The congress also announced decisions by the Standing Committee of the Hanoi Party Committee regarding the appointment of the Executive Committee, the Standing Committee, the Secretary, Vice Secretaries, and the Inspection Committee of the Hoang Mai Ward Party Committee for the 2025-2030 term. Nguyen Xuan Linh was appointed as Secretary of the Hoang Mai Ward Party Committee.
