The meeting was attended by members of the Supervision Team, including Le Thanh Nam, Member of the Party Committee and Chief of the Office of the Hanoi People's Committee who serves as Deputy Head of the Team, Do Tam Dieu Quynh, Deputy Head of the Inspection Committee of the Hanoi Party Committee, Dinh Manh Hung, Deputy Director of the Department of Home Affairs, and Nguyen Thuy Hang, Deputy Chief Inspector of Hanoi, along with representatives of relevant departments and agencies appointed under Decision No. 332 QD/TU dated November 30, 2025.

Strengthening digital transformation and improving governance quality
Reporting to the Supervision Team, Do Thi Duy Nhien, Standing Deputy Secretary of the Ngoc Ha Ward Party Committee, said the ward was formed through the merger of eight units, with a population of more than 96,000 people, and is a key area for national defense and security with many central-level agencies and important facilities.
Right after the two-tier local government model was implemented, the Ngoc Ha Ward Party Committee quickly consolidated its organizational structure, issued working regulations and assigned tasks with clear roles and responsibilities.
One of the key areas was the implementation of the topic on decentralization and delegation linked with administrative procedures and digital transformation. The ward issued 13 documents and carried out 725 state management tasks across 14 fields, including 463 tasks under ward-level authority and 262 tasks delegated or authorized from higher levels.
From July 1, 2025 to November 30, 2025, the ward received 8,224 administrative dossiers and resolved 8,128 dossiers. The rate of on-time and early completion was high, with satisfaction scores reaching 18 out of 18 on the National Public Service Portal.
Linking thematic work with the 2025 year end review, Ngoc Ha Ward selected the disbursement of public investment as a priority task. In 2025, the ward was assigned more than VND380 billion (US$15.2 million) for 63 projects. By November 30 2025, total disbursement exceeded VND330 billion (US$13.2 million) and is expected to reach nearly 100% of the assigned plan by January 31 2026.
Site clearance was also included in the urgent topics for review. The ward has 17 projects related to land clearance, including completed projects, ongoing projects, and projects invested by the city. Progress reviews have been carried out together with assessments of collective and individual responsibility.
The ward also complied with regulations on staffing and management of public assets. All units issued regulations on public asset management and arranged offices, community spaces and working facilities in a transparent and efficient manner.
In public services, the ward focused on traffic congestion, flooding, urban order, sanitation and food safety. Results were included in performance reviews and assessments of public service delivery. The ward also issued all documents needed for year-end reviews and ratings of party organizations, party members and officials, closely linked with completion of the key topics.
Alongside these achievements, Standing Deputy Secretary Do Thi Duy Nhien also noted existing difficulties and submitted recommendations to improve the operation of the two-tier local government model in the coming period.
During the meeting, members of the Supervision Team praised the ward for stabilizing its system and effectively implementing tasks in a short period of time. They also pointed out remaining challenges and discussed solutions, urging the ward to remain focused, apply flexible but compliant measures and coordinate closely with departments and agencies, especially in site clearance.

Proactive and effective implementation of priority tasks
Concluding the meeting, Vu Dai Thang, Deputy Secretary of the Hanoi Party Committee and Chairman of the municipal People's Committee who heads Supervision Team No. 01, commended Ngoc Ha Ward for its serious, responsible and dedicated effort during the early stage of implementing the two-tier local government model. The ward has implemented all assigned tasks since early July 2025 with positive results across all fields, especially the eight key areas that the city follows closely.
Regarding public investment disbursement and socio-economic development, Chairman Thang said the ward has resolved long-standing issues without creating new problems over the past six months. Projects that had been delayed for years are now moving forward. Administrative procedures and issues affecting residents have been addressed with clear improvements. The 7.2 hectare site that was once congested and encroached upon has been cleared and reorganized, showing strong leadership by the ward.
The Standing Committee of the Ward Party Committee has maintained close contact with residents while performing traditional ward-level duties and taking on many tasks typically assigned to district-level authorities, including several responsibilities delegated directly by the city.
Thang said this is an encouraging result and requested the ward to continue working closely with departments to resolve remaining issues with high determination.
He emphasized the higher demands ahead as the city aims for an 11% growth target in 2026. This requires stronger effort from the entire political system, especially in central wards with dense enterprise activity, including Ngoc Ha.
The city will also implement major new directions and adjust its master plan, including underground space, urban rail systems and low-altitude devices for commercial and transport services. The Chairman requested central wards to follow planning closely, propose projects, attract investors and apply new special mechanisms of the capital, including the rule that once 75% of households agree to site clearance, compulsory measures may be applied to the remaining 25%.
Thang also reminded the ward of immediate tasks such as preparations for Tet and the upcoming elections. While the Party Committee and the municipal People's Committee will issue detailed instructions, wards must take the lead in decoration, creating a festive atmosphere and ensuring social welfare for vulnerable households. With its favorable public facilities, Ngoc Ha Ward will host community recreation activities during Tet to ensure residents enjoy a safe and joyful new year.
Looking ahead to 2026, Thang stressed that central wards must lead by example in implementing tasks and completing urgent thematic assignments linked with the 2025 year-end review. This will help improve governance capacity and create long-term momentum for the capital.
On behalf of the Party Committee and the municipal People's Committee, Chairman Thang said he acknowledged the contributions of the Standing Committee of the Ngoc Ha Ward Party Committee and wished the ward continued success as it enters 2026 with new achievements.
Responding to the guidance, Do Thi Duy Nhien, Standing Deputy Secretary of the Ngoc Ha Ward Party Committee, expressed appreciation for the recognition and encouragement from Deputy Secretary Vu Dai Thang. She affirmed that the ward will fully incorporate all instructions and recommendations into reports and implementation plans, especially tasks with specific timelines.
As a central ward, Ngoc Ha will lead by example and contribute to the overall success of the city, she said.
