Overview of the program.
Launching the 2026 campaign, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Bui Huyen Mai said the “For Vietnam’s Seas and Islands” Fund holds significant political and social importance, reflecting the responsibility, solidarity and commitment of the Party organization, authorities and people of the capital toward forces safeguarding national maritime sovereignty.
In recent years, in line with the tradition of “Hanoi for the whole country, together with the whole country,” the city has carried out a range of practical activities in support of Vietnam’s seas and islands, including communications and mobilization efforts, as well as organizing delegations to visit and encourage soldiers and residents in island areas.

Member of the Standing Committee of the Hanoi Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Bui Huyen Mai launches the 2026 Fund campaign.
Since 2016, the Party organization, authorities, and people of Hanoi have contributed more than VND430 trillion (US$17.2 billion) to the Fund, with over VND76 trillion (US$3.04 billion) raised in 2025 alone. These resources demonstrate the deep commitment and responsibility of the capital's residents toward the country's seas and islands.
With this funding, Hanoi has implemented many meaningful and long-term projects, including support for the construction of a community cultural house combined with a meeting hall on Da Lat Island, along with various civil infrastructure works across the Truong Sa archipelago.
These projects have helped improve living, learning, and meeting conditions for both soldiers and residents on the islands, while gradually enhancing material and spiritual well-being. They also enable officials and service members to remain committed to their duties and maintain a long-term presence at sea. Through the Fund, regular activities providing both material and moral support to frontline forces have also been carried out, strengthening confidence and motivation to firmly protect national sovereignty.

Major General Dao Van Nhan, Commander of the Hanoi Capital High Command, receives contributions to the Fund.
According to Plan No. 56-KH/TU dated April 8, 2026, the city will organize a delegation from late April to early May 2026 to visit and encourage troops and residents in the Truong Sa archipelago, as well as officers and soldiers stationed at DK-I platforms. This activity helps directly convey resources and sentiments from the mainland to island communities.
Mai called on agencies, organizations, businesses, religious groups, officials, service members and residents of the capital, along with overseas Vietnamese, to continue supporting the 2026 Fund. She affirmed that the Vietnam Fatherland Front Committee of Hanoi will use all mobilized contributions in accordance with directives from the Central Military Commission, the Ministry of National Defense and the Hanoi Party Committee, ensuring that funded projects are practical, effective and contribute meaningfully to safeguarding national sovereignty.
Speaking in support of the campaign, Chairwoman of the Vietnam Fatherland Front Committee of Long Bien Ward, Vu Thi Thanh, said the ward will intensify communication efforts among officials, Party members, union members and residents to highlight the Fund’s political, social and humanitarian significance. The campaign will promote voluntary and responsible participation, encourage public employees and workers in the local political system to contribute at least one day’s salary, and mobilize agencies, organizations, businesses and donors in the area to provide meaningful support.
The 2026 fundraising campaign is being implemented citywide and will extend broadly both domestically and internationally, with contributions accepted through May 31, 2026. The receipt, management and use of funds will be conducted in a transparent manner in accordance with regulations.
