New director and deputy directors of the Hanoi Finance Department announced.
The Hanoi People's Committee on February 25 announced the lists of post-merger departments and personnel arrangement for these agencies.
Nguyen Ngoc Viet, Chief of the Office of the Delegation of the National Assembly and the People's Council of Hanoi, announced the Resolution of the People's Council at its 21st special session.
The resolution includes the following changes:
Merging the Department of Planning and Investment with the Department of Finance to form the Department of Finance.
Merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development to form the Department of Agriculture and Environment.
Merging the Department of Information and Communications with the Department of Science and Technology to form the Department of Science and Technology.
Merging the Department of Labor, War Invalids, and Social Affairs with the Department of Home Affairs to form the Department of Home Affairs.
Merging the Department of Construction with the Department of Transport to form the Department of Construction.
Establishing the Department of Ethnic and Religious Affairs.
Merging the Management Board of Industrial Parks and Export Processing Zones with the Management Board of Hoa Lac High-Tech Park to form the Management Board of High-Tech and Industrial Parks of Hanoi.
Merging the Department of Foreign Affairs into the Office of the Hanoi People's Committee.
Director and deputy director of the Hanoi Department of Agriculture and Rural Development announced.
The resolution also unveiled changes in the leaderships of government agencies as followings:
Tran Dinh Canh, Director of the Department of Home Affairs (before the merger), was appointed Director of the Department of Home Affairs (after the merger). The committee also appointed six deputy directors, including Ngo Minh Hoang, former Director of the Department of Foreign Affairs, as Deputy Director of the Department of Home Affairs.
Nguyen Xuan Luu, former Director of the Department of Finance, was appointed Director of the Department of Finance (after the merger). Eight deputy directors were also appointed.
Nguyen Xuan Dai, former Director of the Department of Agriculture and Rural Development, was appointed Director of the Department of Agriculture and Environment. Six deputy directors were also appointed.
Nguyen Phi Thuong, former Director of the Department of Transport, was appointed Director of the Department of Construction. Seven deputy directors were also appointed.
Nguyen Hong Son, former Director of the Department of Science and Technology, was appointed Director of the Department of Science and Technology (after the merger). Six deputy directors were also appointed.
Nguyen Nguyen Quan, former Head of the Hanoi Ethnic Affairs Committee, was appointed Deputy Director in charge of the Department of Ethnic and Religious Affairs. One deputy director was also appointed.
Truong Viet Dung continued as Chief of the Office of the Hanoi People's Committee after the merger of the Department of Foreign Affairs into this office. Five deputy chiefs were appointed, including Nguyen Thi Ngoc Anh, former Deputy Director of the Department of Foreign Affairs.
Vu Xuan Hung, former Head of the Hoa Lac High-Tech Park Management Board, was appointed Head of the Management Board of High-Tech and Industrial Parks of Hanoi. Six deputy heads were also appointed.
Vo Nguyen Phong, former Director of the Department of Construction, was appointed Director of the Department of Industry and Trade.

Nguyen Anh Duong, former Director of the Investment, Trade, and Tourism Promotion Center, was appointed Deputy Director of the Department of Industry and Trade.
Bach Lien Huong, former Director of the Department of Labor, War Invalids, and Social Affairs, was appointed Director of the Department of Culture and Sports.
Nguyen Thi Mai Huong, former Deputy Director of the Department of Information and Communications, was appointed Deputy Director of the Department of Culture and Sports.
Nguyen Hong Dan, former Deputy Director of the Department of Labor, War Invalids, and Social Affairs, was appointed Deputy Director of the Department of Education and Training.
Dinh Hong Phong, former Deputy Director of the Department of Labor, War Invalids, and Social Affairs, was appointed Deputy Director of the Department of Health.
Tran Nghia Hoa, former Deputy Director of the Department of Foreign Affairs, was appointed Deputy Head of the Hanoi Urban Railway Management Board.
Nguyen Tran Quang, former Deputy Director of the Investment, Trade, and Tourism Promotion Center, was appointed Deputy Director of the Department of Tourism.
Tran Sy Thanh, Chairman of the Hanoi People's Committee, congratulated the newly appointed officials and acknowledged the challenges ahead.
He urged the officials to remain committed to their duties and contribute to the city's development, and expressed appreciation for the contributions of outgoing officials and departments that have underwent mergers and restructuring.
Chairman Thanh emphasized that Hanoi has significant goals for 2025, including achieving an economic growth rate of over 8%, organizing Party Congresses at all levels, and continuing administrative reforms.
He called for unity among officials to ensure smooth operations and success in achieving these goals.
On behalf of the newly appointed officials, Nguyen Xuan Luu, Director of the Department of Finance, expressed commitment to teamwork and innovation to support Hanoi's continued development.
Luu also pledged to provide strategic advice to the city's leadership for future growth.
