At the ceremony, Gia Lam District People's Committee Chairwoman Dang Thi Huyen reported that after achieving new rural status in 2018, with all 20 communes meeting the criteria, the district's Party Committee, authorities, and residents continued efforts to develop advanced and model new rural areas. This initiative was pursued as a key political task aligned with urban development objectives.

As a result, the district consistently met and exceeded its annual socio-economic targets. The production value of key economic sectors under district management grew at an average rate of 11.63 percent per year. Over US$82 million was invested in upgrading 227 kilometers of rural roads, achieving full compliance with national standards.
From 2012 to the end of 2023, more than $358 million was allocated to the new rural development program, funding 663 projects. Government administration was strengthened across various sectors, while education and healthcare quality improved, rural landscapes and the environment were enhanced, and public security remained stable. The district achieved fiscal self-sufficiency in 2022, with per capita income projected to reach $3,500 by 2025, an increase of $1,230 compared to 2019, and poverty was eradicated.
A notable success was the community-driven initiative in donating land and labor for rural road construction. Over 600 households contributed a total of 6,000 square meters of residential and agricultural land, while residents volunteered for 18,338 labor days.
After five years of implementing advanced new rural development, all 20 communes met the advanced criteria, with seven recognized as model new rural communes. The district successfully fulfilled all nine criteria and 38 indicators for advanced new rural status, achieving the targets set by the district's 22nd Party Congress for the 2020-2025 term two years ahead of schedule.

On December 16, 2024, the Prime Minister officially recognized Gia Lam District as meeting the advanced new rural development standards for 2023. The district received numerous prestigious awards from the Party, State, Government, and Hanoi authorities. In 2024, one organization and six individuals were honored at the national level, while 18 organizations and 42 individuals received city-level recognition. At the district level, 898 organizations, 1,546 individuals, and 123 households were commended.
To ensure the successful implementation of political tasks in 2025 and pave the way for the district's transition into an urban administrative unit, the Gia Lam District Party Committee, People’s Council, People’s Committee, and Vietnam Fatherland Front Committee launched the 2025 emulation movement at the ceremony.
The district will intensify patriotic emulation efforts, effectively implement key tasks for 2025, and continue promoting the "All People Unite to Build New Rural and Civilized Urban Areas" campaign. It will mobilize all resources, maintain and enhance the achieved criteria, and integrate them with standards for the model of new rural development and urban district status. Preparations will also be made for the successful organization of Party Congresses at all levels for the 2025-2030 term.
Speaking at the ceremony, Hanoi People's Committee Vice Chairman Nguyen Manh Quyen commended Gia Lam District's achievements and urged the district to continue prioritizing key tasks. These include strengthening public communication efforts and completing the objectives and targets set by the Party Congress for the 2020-2025 term, as well as those outlined in the city's directives, resolutions, and action programs. The district should leverage its strengths and continue mobilizing and effectively utilizing resources to develop key economic sectors such as trade, tourism, services, and logistics.
Additionally, efforts should focus on further improving the material and spiritual well-being of residents, reviewing and finalizing the targets of the district-to-urban transformation project, and completing the necessary documentation for approval in 2025. The district should also restructure local government agencies to ensure streamlined, effective operations, maintain political security and social order, and create favorable conditions for economic and social development.
On this occasion, two individuals from Gia Lam District were awarded the Second-Class and Third-Class Labor Orders. Five individuals received Certificates of Merit from the Prime Minister, while numerous organizations and individuals were honored by the Hanoi People's Committee and the Gia Lam District authorities.
