At the conference, the Standing Vice Chairman Tuan emphasized that the Party organization, authorities, and residents of Ba Dinh Ward must continue to thoroughly grasp and strictly implement resolutions and conclusions of the central authorities and Hanoi, especially guiding viewpoints on building the capital as “cultured, civilized, and modern.”
Each cadre and Party member, particularly heads of agencies and units, must set an example in renewing mindset, working methods, and public service attitudes.
He, at the same time, requested Ba Dinh Ward to focus on improving the effectiveness and efficiency of ward-level administration as a key and overarching task.
Tuan also called for the promotion of administrative reform linked with digital transformation, along with the building of a contingent of officials and civil servants characterized by discipline, responsibility, professionalism, creativity, and dedication.

He further stressed the need to tighten urban discipline, construction order, environmental sanitation, food safety, and fire prevention and fighting, and to resolutely prevent the emergence of hotspots or prolonged violations that cause public concern.
Each emulation movement must be associated with specific products and measurable outcomes, effectively addressing the five bottlenecks identified in the locality.
The municipal leader also urged the ward to pay due attention to cultural and social development, ensure social welfare, and preserve and promote the value of cultural and historical heritage in the area, noting that for Ba Dinh Ward this is not only a development task but also a special political responsibility to the capital and the nation.
Tuan called for strengthened grassroots mass mobilization, the promotion of the role of the Vietnam Fatherland Front and mass organizations in advocacy and public engagement in patriotic emulation movements, and the consolidation of great national unity to create a stable social foundation for sustainable development.
