Hanoi deputies approve the list of 150 land plots for affordable commercial housing development.
The Hanoi People's Council on July 10 approved a list of land plots designated for pilot projects across the city, in accordance with Resolution No. 171/2024/QH15 dated November 30, 2024, issued by the National Assembly (second phase).
Based on current legal regulations, the Hanoi People's Committee conducted a review and submitted the proposed list to the People's Council for approval.
The proposal was considered necessary to implement the pilot mechanisms outlined in the National Assembly's resolution.
After receiving the documentation, the Economic and Budget Committee of the People's Council conducted an evaluation and identified seven areas requiring clarification.
These included the need to supplement legal grounds related to national defense and security land, review the scope and criteria for several plots, and remove any sites lacking consensus or those listed by multiple agencies.
Following this review, the Council approved a revised list of 150 land plots with a total area of 690 hectares, down from the original proposal of 155 plots.
Five sites were removed. Three were excluded due to not meeting conditions for approval at this time, citing issues with documentation and criteria.
These included the Five Star Ha Dong commercial-residential-office complex, the housing project for senior Central Party officials, and the Xuan Thanh housing project.
Two other plots were removed because they duplicated entries already approved in a previous session.
These were the Harizon Land Hoang Mai residential project and another residential project in Hoang Mai District.
The Hanoi People's Council assigned the People's Committee the responsibility of ensuring the accuracy of all documents, data, and related information for each proposed plot.
The Committee is also fully accountable under the law and to the People's Council for selecting projects that meet all legal requirements for inclusion in the pilot list.
Projects can only be implemented after fully complying with regulations on land use, investment, housing, construction, planning, and other relevant laws.
Implementation must be public, transparent, and in line with population capacity as defined in the revised general planning, following the direction of the Prime Minister.
The People's Committee is also responsible for promptly resolving any issues or obstacles, addressing violations if they arise, and ensuring that no complicated complaints disrupt social order.
