Hanoi orders full compliance with data-based administrative reforms and streamlined procedures

The People's Committee has instructed department heads, as well as ward and commune authorities and the City Public Administration Service Center, to immediately implement Clause 4, Article 2 of Resolution 66.7/2025/NQ-CP.

Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan signed Official Telegram No. 18/CĐ-UBND on November 26, 2025, directing the implementation of Government Resolution No. 66.7/2025/NQ-CP on cutting and simplifying administrative procedures using data.

The People's Committee requires department heads, district and commune authorities and the City Public Administration Service Center to immediately implement Clause 4, Article 2 of Resolution 66.7/2025/NQ-CP.

The rule says: individuals logging into the National Public Service Portal or the national ID application (VNeID) to request administrative procedures are not required to digitally sign interactive electronic forms.

The city also requires agencies at all levels not to request any information or documents already available in national databases, specialized databases or previously submitted to government agencies.

The Hanoi Department of Science and Technology must coordinate with database-managing agencies and the Hanoi Public Administration Service Center to ensure full integration of information systems and specialized databases with the city's administrative-procedure system before December 5, 2025.

It must provide guidelines and technical support to standardize and digitize data for effective use.

The department must also guarantee technology infrastructure capable of connecting and using information stored in various databases to meet administrative-procedure requirements.

Heads of departments must urgently review all administrative procedures under their authority in line with Resolution 66.7/2025/NQ-CP: covering 786 procedures with dossier components replaced by data and eight procedures with reduced components.

They must draft restructuring plans for each procedure using the data-based models in the resolution.

These drafts must be submitted to the Hanoi Public Administration Service Center for appraisal and approval, under delegated authority from the Chairman of the People's Committee, no later than November 28, 2025.

Agencies must coordinate closely with the Hanoi Public Administration Service Center to complete database integration with the city's administrative-procedure system before December 5, 2025.

The Hanoi Public Administration Service Center must also work with the Hanoi Department of Science and Technology, MobiFone and relevant agencies to complete all database connections before December 5, 2025.

It must publish restructured procedures on the National Public Service Portal before December 3, 2025.

The center is responsible for building a shared administrative-data repository for the city to facilitate data reuse and reduce dossier requirements, completing the system before December 31, 2025.

The center must monitor, inspect and urge all departments and local governments to implement all requirements of Resolution 66.7/2025/NQ-CP.

It must also compile and report difficulties to the People's Committee and propose solutions.

Heads of departments, the Hanoi Public Administration Service Center and chairpersons of commune- and ward-level People's Committees are personally accountable to the Chairman of the Hanoi People's Committee for progress and results.

The Hanoi Public Administration Service Center must regularly advise the city's leadership and report implementation results as required.
