Hanoi establishes System Administration and Application Development Center

The Director of the Hanoi Public Administration Service Center is responsible for appointing leadership and management positions within their authority.

The Standing Vice Chairman of the People's Committee signed Decision No. 6286/QD-UBND dated December 5, 2024, regarding the establishment of the System Administration and Application Development Center under the Hanoi Public Administration Service Center.

According to the Decision, the System Administration and Application Development Center, abbreviated as SAADC, will be located at 197 Nghi Tâm Street, Yen Phu Ward, Tay Ho District, Hanoi.

The Hanoi People's Committee assigns the Director of the Department of Home Affairs to coordinate with the Hanoi Public Administration Service Center and relevant departments, agencies, and units to implement this Decision in compliance with the law.

The Director of the Hanoi Public Administration Service Center is responsible for appointing leadership and management positions within their authority. They will guide the System Administration and Application Development Center in organizing its staff and workforce according to regulations, appoint leadership and management positions within the center's authority, and ensure all policies and procedures are followed. Additionally, they will instruct relevant agencies and units to work with the Hanoi Police to process seal creation and account opening procedures for the System Administration and Application Development Center as required.

The Director of the System Administration and Application Development Center will lead the coordination with relevant agencies and units to organize and stabilize the center's structure, personnel, operational funding, equipment, workspace, records, and other related responsibilities. They will also finalize leadership and management positions within the technical departments according to the guidelines of the Hanoi Public Administration Service Center and applicable laws.

Transitional Provisions:

The System Administration and Application Development Center will continue to use the facilities at the inter-agency building located at 258 Vo Chi Cong Street, Xuan La Ward, Tay Ho District, until a designated office that meets operational conditions is established.

The arrangement, reorganization, and appointment of the Center's Director and Deputy Director will be carried out according to Decision No. 49/2024/QD-UBND issued by the Hanoi People's Committee on July 25, 2024.
