The Party Committees of Bach Mai, Hai Ba Trung and Vinh Tuy Wards on the afternoon of November 19 held a signing ceremony for their coordination regulation on training and capacity building at the Bach Mai Ward Political Center, hosted at the Bach Mai Ward People's Committee headquarters. Based on regulations issued by the Central Government and the Hanoi Party Committee, the Standing Board of the Bach Mai Ward Party Committee decided to rename the Hai Ba Trung District Political Center as the Bach Mai Ward Political Center.

On October 15, 2025, the Standing Board of the Hanoi Party Committee issued Decision No. 10177-QD/TU on the framework regulation for coordination among commune and ward Party Committees in training activities at political centers.
Under this framework, the ward Party Committee that hosts the political center is responsible for leading, coordinating, and implementing the regulation in a way that fits local conditions.
Following the guidance of the Hanoi Party Committee, the Bach Mai Ward Party Committee drafted a coordination regulation for the three Party Committees of Bach Mai, Hai Ba Trung, and Vinh Tuy Wards regarding training activities at the Bach Mai Ward Political Center.
The regulation was developed in line with the Party Charter, legal provisions, and directives from the Central Government and the Hanoi Party Committee.
The coordination will be implemented with shared responsibility, cooperation, and clear division of tasks to ensure consistency, discipline, and effectiveness.

Under the regulation, the Bach Mai Ward Party Committee will serve as the lead unit and work with the Hai Ba Trung and Vinh Tuy Ward Party Committees to develop and carry out annual training plans while conducting periodic reviews to improve coordination and enhance training outcomes.
The three wards will establish a close information sharing mechanism and appoint focal points in charge of coordination, including leaders and specialized staff. They will jointly develop leadership documents and training materials and take part in building a team of lecturers with sufficient capacity and practical experience.
Speaking at the ceremony, Standing Deputy Secretary of the Bach Mai Ward Party Committee and Chairman of the People's Council Tran Quyet Thang said the three Party Committees must ensure strong leadership over the implementation of the regulation.
He emphasized that training for officials and Party members must be carried out regularly and effectively under the two-level local governance model.
He also urged the three wards to provide input for the annual training plan, beginning with the 2026 training plan that will be submitted to the Standing Board of the Hanoi Party Committee for approval so implementation can begin in early 2026.
For the Bach Mai Ward Political Center, he requested continued renewal of teaching methods and training materials, along with the inclusion of practical issues from the three wards in the curriculum.
He also asked the center to provide long-term and short-term advice to the Party Committee and ensure effective coordination in managing and organizing training classes.
For coordinating units, he said training must be viewed as a regular and important task. Wards must carefully review and register their training needs, select the right participants, contribute to program development, and ensure adequate time and funding for officials attending courses. He also stressed the need to build a pool of qualified part-time lecturers with practical experience for the Bach Mai Ward Political Center.
Tran Quyet Thang expressed confidence that with close and responsible coordination among the three Party Committees, the regulation will be implemented effectively and will help strengthen a capable and politically steadfast team of officials and Party members who can meet the demands of the new period.
