On November 28, at the Vietnam–Soviet Friendship Cultural Palace, the 17th Congress of the Hanoi chapter of the Ho Chi Minh Communist Youth Union for the 2025–2030 term held its plenary session with the participation of 435 outstanding delegates.
Attending the congress were Central Committee member and Vice Head of the Central Commission for Publicity, Education and Mass Mobilization Pham Tat Thang, Central Committee member and Vice President of the Vietnam Fatherland Front and Chairwoman of the Vietnam Women's Union Nguyen Thi Tuyen, and Alternate Central Committee member and Vice President of the Vietnam Fatherland Front, First Secretary of the Central Youth Union Bui Quang Huy.
Also attending were former Central Committee member and former Minister of Home Affairs Tran Van Tuan, and former Central Committee member and former Vice Head of the Central Commission for Mass Mobilization Ngo Thi Doan Thanh.
Representing Hanoi were Vice Secretary of the Hanoi Party Committee and Chairwoman of the People's Council Phung Thi Hong Ha, former Vice Secretary Tuong Phi Chien, Standing Committee member and Chairwoman of the Vietnam Fatherland Front of Hanoi Bui Huyen Mai, Standing Committee member and Head of the Hanoi Party Committee's Internal Affairs Commission Tran Dinh Canh, and Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha.
In his opening remarks, Vice President of the City Fatherland Front and Secretary of the Hanoi Youth Union Nguyen Tien Hung said the 17th Congress takes place as the entire Party, government and people of the capital strive to fulfill the goals of the 18th City Party Congress, while preparing to welcome the 14th National Party Congress and the 13th National Youth Union Congress.
Given the demands of a new era, the congress carries the responsibility of defining strategic directions and inspiring the confidence, determination and aspirations of Hanoi's youth so they can contribute meaningfully to national development.
Presenting the political report, Vice Secretary of the Hanoi Youth Union Tran Quang Hung said the 2022–2027 term achieved strong progress in all areas, with nine out of 10 targets met or exceeded.
With the slogan "Aspiration in development – Action rooted in practice – Pioneering in contribution", the 2025–2030 term sets 17 targets across four major groups, together with six tasks, six solutions and three breakthrough priorities.
These include transforming operations based on real-time data, supporting youth entrepreneurship and innovation and strengthening comprehensive digital capabilities for young people.
A model for youth nationwide
Speaking at the congress, Vice President of the Vietnam Fatherland Front and First Secretary of the Central Youth Union Bui Quang Huy praised the strong contributions of Hanoi's youth to the city's development.

He said the city's youth movements have affirmed their role as "the leading force of the nation".
The "I Love Hanoi" movement has become a distinctive hallmark, spreading from urban beautification and environmental protection to building a refined lifestyle and promoting positive behavior online.
Digital transformation initiatives have also become a highlight, reflecting the creativity of Hanoi's young people in developing digital government and digital society.
For the 2025–2030 term, Huy stressed that the Hanoi Youth Union must lead boldly with the spirit of "Hanoi for the whole country, together with the whole country".
Movements must break out of the framework of the 227 subordinate units, experiment with new models and expand them nationwide.
He urged the Youth Union to operate based on data and digital platforms, quickly understand the situation at the grassroots and provide timely support.
Huy emphasized the importance of digital capacity and innovation, calling the "digital environment the natural space" of young people.
He asked the Union to focus more on students, young intellectuals and young workers, while building a team of Youth Union officers who are "close to youth, close to grassroots, close to the digital space".
Taking on difficult tasks and new challenges
Speaking at the congress, Vice Secretary of the Hanoi Party Committee and Chairwoman of the People's Council Phung Thi Hong Ha praised the strong achievements of Hanoi's youth organizations during the past term.
Youth Union bodies have taken the lead in implementing the Party Congress resolutions, engaging in key political tasks and willingly taking on difficult and pioneering roles in digital transformation, administrative reform, environmental protection and disaster response.
The pioneering spirit of Hanoi's youth has helped create breakthroughs in building a "Cultured – Civilized – Modern" capital.

Movements such as "Volunteer Youth", "Creative Youth", "Youth defending the homeland" and "I Love Hanoi" have expanded vibrantly and attracted widespread participation.
Agreeing with the congress's goals and directions, Chairwoman Phung Thi Hong Ha emphasized the importance of political, ideological and ethical education for young people.
She warned that in the era of rapid technological development, social networks have become a fertile environment for hostile forces spreading harmful and misleading information.
Ha called this a strategic task to strengthen young people's beliefs and resilience, ensuring they remain steadfast in the Party's ideals and become a reliable force defending the capital and the nation.
She said youth must cultivate patriotism, national pride and responsibility in an era of national advancement. Young people must lead in learning, innovation and scientific mastery to take on new and challenging tasks.
The Chairwoman urged the Youth Union to boldly take on difficult tasks, lead the Fourth Industrial Revolution, strengthen digital skills and develop a new generation of globally confident, culturally distinctive Hanoi citizens.
She also asked the Youth Union to improve organizational strength, innovate its operations to fit Hanoi's two-tier governance model and build a strong team of capable, ethical young officers to join Party and government leadership.
She called on the Union to continue recommending outstanding members for admission to the Party.
Chairwoman Phung Thi Hong Ha affirmed the city's trust in the youth and expressed hope they will "think boldly, act boldly and innovate boldly" to help build a cultured, civilized, modern and internationally connected capital.
The congress elected 54 members to the 17th Executive Committee of the Hanoi Youth Union for the 2025–2030 term.
At the committee's first meeting, 15 members were elected to the Standing Committee and nine to the Inspection Commission.
Nguyen Tien Hung, a City Party Committee member, Vice President of the City Fatherland Front and Secretary of the 16th Youth Union, was re-elected Secretary of the 17th Youth Union.
On behalf of the new Executive Committee, Secretary Nguyen Tien Hung thanked delegates for their trust.
He said the committee is honored and committed to upholding tradition and working under the motto "Aspiration in development – Action rooted in practice – Pioneering in contribution" to help Hanoi's youth successfully implement the congress resolution.
The new Executive Committee hopes for continued support from central authorities, the city's Party organization and the people to expand youth movements and contribute to building a prosperous, cultured, modern Hanoi where residents live in happiness.
