On April 13, Politburo Member, Secretary of the Central Party Committee and Head of the Central Party Committee's Internal Affairs Commission Le Minh Tri presented the topic "Resolution on continuing to strengthen the Party's leadership in anti-corruption, wastefulness prevention and misconduct control in the new period" at the national conference on studying, disseminating and implementing the Resolution of the second plenum of the 14th Central Party Committee.
Tri stated that the focus is on improving institutions and laws in a timely, comprehensive, consistent and feasible manner, ensuring strict enforcement and clear accountability, while persistently building a culture of integrity at both national and societal levels.
He said the topic focuses on three main areas: Results of 20 years of implementing the Resolution of the third plenum of the 10th Central Party Committee and lessons learned; key new contents of the current resolution; and requirements for implementation.
Over the past 20 years, anti-corruption, wastefulness prevention and misconduct control have been led and implemented in a persistent, decisive, synchronized and comprehensive manner with strong political determination, no restricted areas and no exceptions, achieving significant and far-reaching results.
First, the fight against corruption and misconduct has gained strong public trust and support, becoming a widespread movement.
It has expanded beyond the central level, with many localities achieving positive results, while the General Secretary has become a symbol of determination and a strong pillar of confidence in this effort.
Second, the detection, investigation, prosecution and adjudication of corruption cases have improved significantly, becoming more systematic, coordinated and effective in terms of awareness, approach, methods and handling principles.

Third, the establishment of provincial steering committees has strengthened and improved the effectiveness of anti-corruption efforts at the local level, ensuring consistency and addressing the gap between central and local implementation.
The policy of trying fugitives in absentia has affirmed strong political determination to prevent corruption offenders from escaping accountability.
Coordination among internal affairs agencies, especially between Party inspection bodies and judicial authorities, as well as between central and local agencies, has become increasingly close and effective.
To achieve these results, Tri noted that the resolution identifies four key lessons learned that must continue to be applied.
First, it is necessary to persistently and resolutely combat corruption, wastefulness and misconduct while preserving achieved results and strengthening public trust.
Focus should be placed on sensitive and high-risk areas and new sectors must have regulatory frameworks from the outset.
Petty corruption, especially at the grassroots level, must be addressed to maintain trust among citizens and businesses.
Second, anti-corruption efforts must be under the direct and comprehensive leadership of the Party, guided by national interests and overall political, economic and social effectiveness.
The role, responsibility and exemplary conduct of Party organizations and leaders must be strengthened.
Third, it is essential to build and improve institutions and strictly control power to prevent corruption, shifting the focus toward prevention while combining proactive detection and timely, strict handling.
Prevention is fundamental and long-term, while detection and punishment are important and breakthrough measures.
Fourth, the combined strength of the political system and society must be mobilized, ensuring anti-corruption efforts reach grassroots levels under public supervision and participation.
The capacity and coordination of functional agencies must also be strengthened.
With the country's development goals in the new period, the resolution sets the objective of persistently preventing, controlling and pushing back corruption, wastefulness and misconduct while building a clean and strong Party and political system; strengthening public trust.
It also promotes socio-economic development, achieves sustained double-digit economic growth and strives for Vietnam to become a developed, high-income country with transparent and modern governance by 2045.
A new aspect of the resolution is balancing strict anti-corruption measures with support for socio-economic development, emphasizing timely, strict, humane and persuasive handling without exceptions, while ensuring objectivity and comprehensive assessment based on historical context and national interests.
Priority is given to asset recovery and encouraging proactive remediation of consequences.
The resolution promotes a strong shift from primarily combating corruption to fundamentally preventing it at its root.
It outlines measures to ensure that individuals do not want to engage in corruption through education and integrity culture; cannot engage in corruption due to strict and transparent mechanisms; do not dare to engage in corruption due to strong oversight and enforcement; and do not need to engage in corruption due to appropriate compensation policies.
The focus remains on improving institutions and laws in a timely, comprehensive and consistent manner, ensuring strict enforcement and clear accountability, while building a culture of integrity across society.
It also emphasizes stronger control over power among officials and authorities at all levels, particularly in high-risk sectors.
Priority is given to building a capable and reputable cadre system, especially at strategic and grassroots levels, with strict measures against officials who delay, avoid responsibility, or engage in bureaucratic and corrupt practices.
Administrative reform, application of science and technology, digital transformation, transparency, accountability and asset and income control are promoted to prevent corruption and misconduct.
At the same time, policies on salaries and benefits will be improved to ensure stable living conditions for officials and public employees, enabling them to perform their duties with integrity and fairness.
Tri noted that the resolution also calls for significant breakthroughs in thrift practices and wastefulness prevention across society.
Efforts will focus on preventing waste of resources by resolving delays in projects, addressing risks of losses, effectively implementing national target programs, strengthening management of public finance and assets and innovating governance methods.
The resolution clearly assigns responsibility to Party committees, organizations and leaders at all levels to directly lead and be accountable for anti-corruption efforts.

Alongside strict accountability for violations, mechanisms will be introduced to encourage and protect leaders who proactively detect and address corruption within their organizations.
The resolution outlines eight key tasks and 114 specific tasks for provincial and municipal Party committees, including Hanoi, as well as central agencies, with clear roadmaps, deadlines and deliverables. Key points include:
First, diversify and adapt learning and research methods to ensure a thorough understanding of core contents, viewpoints, tasks and breakthrough solutions of the resolution, fostering unity and proactive implementation.
Second, Party committees, organizations and relevant agencies must implement tasks comprehensively and promptly from the grassroots level, focusing on key priorities in line with the resolution and the Politburo's plan.
Third, regularly inspect, supervise and review implementation, including preliminary and final evaluations.
