On November 13, the Hanoi People's Council elected Nguyen Xuan Luu, a member of the Standing Committee of the Hanoi Party Committee and Director of the Hanoi Department of Finance, as Vice Chairman of the Hanoi People's Committee.

Luu was born on October 28, 1969 in Thien Loc Commune, Hanoi. He holds a master's degree in public administration and bachelor's degrees in economics and Party-building. He also holds a senior-level political theory certificate.

He began his career in 1993 at the Hai Ba Trung Ward Finance Office. From 1998 to 2003, he worked at the Budget Management Division under the Hanoi Department of Finance.

From 2001 to 2003, he served concurrently as Secretary of the department's Youth Union and Secretary of the Budget Management Party Cell.

In 2003, he became Deputy Head of the Budget Management Division, and later that year became Deputy Head of the Thanh Xuan Ward Finance Office. From 2004 to 2005, he headed the Thanh Xuan Ward Finance Office and was elected as a district People's Council delegate.

From 2009 to 2013, he served as Vice Chairman of the Thanh Xuan Ward People's Committee. From 2013 to 2019, he served as Vice Secretary of the local Party Committee and Chairman of the Thanh Xuan Ward People's Committee.

From 2019 to 2021, he served as Secretary of the Thanh Xuan Ward Party Committee and Chairman of the district People's Committee. From 2021 to 2025, he served as Director of the Hanoi Department of Finance.

From October 2025 to November 2025, he served concurrently as Head of the Inspection Commission of the Hanoi Party Committee while continuing his duties at the Hanoi Department of Finance.

On November 13, 2025, he was elected Vice Chairman of the Hanoi People's Committee at the 27th session of the Hanoi People's Council.
