Overview of the conference.
On December 4, the Vietnam Fatherland Front of Hanoi held the first consultation conference to agree on the structure, composition and number of nominees for the 16th National Assembly for the 2026–2031 term.
The conference also discussed and approved the structure, composition and number of nominees for the Hanoi People's Council for the 2025–2031 term.
Participants included Standing Vice Chairman of the Hanoi People's Council and Vice Chairman of the City Election Committee Tran The Cuong; Standing Vice Chairman of the Hanoi People's Committee and Vice Chairman of the City Election Committee Duong Duc Tuan; representatives of 22 member organizations of the Hanoi Fatherland Front; and leaders of Fatherland Front committees from 126 wards, communes and townships.
The conference was chaired by Bui Huyen Mai, Member of the Hanoi Party Committee Standing Board, Chairwoman of the Hanoi Fatherland Front and Vice Chairwoman of the City Election Committee; and by Pham Anh Tuan, Permanent Vice Chairman of the Hanoi Fatherland Front and Member of the City Election Committee.
Other vice chairpersons of the Fatherland Front and members of the election committee also attended.
Opening the conference, Chairwoman Bui Huyen Mai said the entire city is actively preparing for the elections of the 16th National Assembly and People's Councils at all levels for the 2026–2031 term.
She said the conference is an important starting point that shapes the entire nomination process, ensuring that each step follows the law and is implemented effectively.
Mai stressed that determining the structure, composition and number of nominees must ensure broad, balanced representation that reflects all social groups in the capital.
"It must also comply strictly with election laws and guidance from the National Election Council," she said.
The Chairwoman emphasized the need for full compliance, democracy, objectivity and transparency.
She added that the conference would review and agree on the structure, composition and number of nominees for the 16th National Assembly and the Hanoi People's Council, ensuring balanced representation of political organizations, socio-political and social organizations, state agencies, armed forces and economic units.
The process must ensure a reasonable surplus of candidates to select individuals with exemplary ethics, capability, prestige and suitability for the new term.
The conference emphasized meeting requirements for the proportion of women and ethnic-minority nominees as mandated by election law, which is the key criteria to ensure representative diversity and equal participation in elected bodies.
At the conference, Standing Vice Chairman of the Hanoi People's Council Tran The Cuong presented the proposed allocation of seats.
According to Document 1499 issued by the National Assembly Standing Committee on November 24, 2025, Hanoi will have 32 deputies in the 16th National Assembly: 15 introduced by central agencies and 17 nominated by local organizations.
For the Hanoi People's Council for 2025–2031, the approved number is 125 deputies.
The plan for allocating nominees follows democratic and transparent principles, prioritizing high-quality candidates and balancing representation across the Party sector, government, Fatherland Front, socio-political organizations, armed forces, administrative bodies, public service units, economic organizations and grassroots levels.
Delegates commended the thorough preparation by the Standing Committee of the People's Council.

They agreed that nominee allocation must improve the quality of elected representatives: prioritizing agency heads, qualified professionals, young candidates, women and ethnic-minority representatives.
After reviewing the reports and holding open discussions, the conference unanimously approved the structure, composition and number of nominees for the 16th National Assembly across all agencies and organizations in Hanoi.
The conference also approved the structure, composition and number of nominees for the Hanoi People's Council.
The unanimous vote demonstrated strong responsibility, unity and consensus, setting the foundation for subsequent consultation rounds.
Concluding the event, Chairwoman Bui Huyen Mai said the conference successfully reached agreement on nominee allocation, in line with legal requirements and consistent with the projections of the Standing Committee of the People's Council.
She said this provides an essential basis for the following rounds of consultation, ensuring a democratic, objective and transparent process.
Mai affirmed that the consultation process must ensure adequate representation of women, ethnic minorities and diverse occupational sectors, in accordance with the Election Law and guidance from central and city authorities.
After the conference, the Fatherland Front will finalize all documents and guide ward- and commune-level Fatherland Front committees to implement the next steps in a unified and timely manner.
She requested all agencies and organizations to coordinate closely in candidate introductions, dossier preparation and workplace voter meetings to select qualified and reputable candidates for the upcoming elections.
Mai concluded that the conference demonstrated the unity, democracy and responsibility of the Fatherland Front system, social organizations and agencies across the city.
