On November 26, the Hanoi People's Council continued its 28th session and heard the report of the Chief Prosecutor of the Hanoi People's Procuracy on the 2025 performance and 2026 priorities.
Chief Prosecutor Dao Thinh Cuong said political security and social order in Hanoi remained stable.
The two-level Procuracy has coordinated closely with judicial bodies and local authorities to resolve emerging issues quickly and lawfully this year.
Investigative agencies initiated 8,840 new cases involving 14,165 defendants, a decrease of 2,458 cases and 2,241 defendants (down 21.7%) compared to 2024.
The Procuracy at both levels supervised 100% of incoming criminal reports, denunciations and requests for prosecution.
They reviewed 22,237 reports, including 13,550 new ones (down 30%) and resolved 20,664, achieving a 93% resolution rate, up 4.7% from 2024.
Among them, 8,760 reports resulted in prosecution, 6,193 were not prosecuted and 5,711 were temporarily suspended. No cases exceeded the legal processing deadline.
The two-level Procuracy issued 10,535 requests for verification, ensuring every report had a corresponding verification requirement.
Prosecutors also conducted 18 direct inspections at investigative agencies and units authorized to perform investigative activities.
They issued 50 recommendations to remedy violations and 43 recommendations to prevent violations and crime, all of which were accepted, meeting the full-year targets.
Looking to 2026, Cuong said the Procuracy will reinforce discipline, modernize management and leadership and evaluate staff performance based on concrete results.
The Procuracy will maintain strict prevention of wrongful convictions and ensure no crimes are overlooked.
It will strengthen supervision of judicial activities, avoid criminalizing economic and civil relations and focus on major economic, corruption and power-related cases overseen by the Central and municipal anti-corruption committees.
The Procuracy will also improve supervision in criminal-justice activities during a period of structural changes in judicial bodies, ensuring continuity, legality and effectiveness.
