Speaking at the launch of the centralized operating platform for the National Assembly Deputies Delegation and two-tier People's Councils of Hanoi on March 17, Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that building and deploying the platform is a highly practical step.
This initiative concretizes the Party and State's policy on accelerating digital transformation in the operations of Party and state agencies, aiming toward a modern, transparent administration that better serves the people.
Dinh stressed that with the orientation of "one destination for all tasks," the centralized platform is not merely an information technology system but a unified digital workspace.
It integrates the management and coordination of all tasks, work programs, oversight activities, voter engagement, handling of voter petitions and support services for deputies of the National Assembly Delegation and People's Councils at all levels in Hanoi.
The development and implementation of this platform carry significant importance in multiple aspects.
It contributes to innovating management methods and work organization, enabling leaders, professional staff and elected representatives to monitor, direct and handle tasks in a unified, timely, scientific and efficient manner.
The platform ensures seamless information connectivity among People's Councils, the National Assembly Delegation and central agencies, thereby improving coordination quality.
It also effectively supports oversight, voter engagement and monitoring of petition resolution, enhancing work quality while strengthening transparency, accountability and responsibility of state agencies.

In addition, the platform gradually establishes a modern, professional electronic working environment aligned with the development of digital government and digital parliament.
According to Dinh, the platform's deployment reflects Hanoi's pioneering spirit. It introduces a new working method based on data as the foundation, technology as the tool and effective public service as the goal.
"We hope that from Hanoi's model, we will continue to refine and replicate effective practices, contributing to building a digital parliament and digital government nationwide," he said.
He added that from Hanoi, a strong message can be sent nationwide: digital transformation is to serve the people, connect all tasks and elevate the performance of state agencies, especially elected bodies.
Dinh urged Hanoi to continue improving and upgrading the platform by integrating data and systems more deeply, ensuring synchronization with systems supporting National Assembly and central agency operations, as well as those of other localities.
The city should also focus on training and guiding deputies and officials to effectively use the platform as a practical and efficient working tool, while ensuring information security—an especially critical requirement in system operation and data management.
Hanoi should further expand digital applications in the activities of the National Assembly Delegation and People's Councils, particularly in oversight, program management and support for deputies and officials.
In the immediate future, during the 15th National Assembly sessions, Hanoi's key task is to focus on amending and supplementing the Capital Law with a new vision and breakthrough mechanisms, contributing to the capital's development and bringing Politburo Resolution No. 15 into practice.
Speaking at the ceremony, Vice Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council Phung Thi Hong Ha emphasized that launching the platform marks a significant milestone and a major innovation in the operation of the city's elected bodies, contributing to improved governance efficiency and public service.
She noted that digital transformation is an inevitable trend in national governance and state management.
For elected bodies, it is not only about applying technology but also about transforming operational methods, improving oversight quality, decision-making and strengthening connections between representatives and voters.
Based on these requirements, Hanoi directed the development of the centralized platform to integrate information systems, data and workflows into a unified system.
The platform will enhance data connectivity, improve management efficiency, support deputies in monitoring and analysis and expand interaction channels with voters and the public.
It will gradually form a data ecosystem for People's Council activities, laying the foundation for modern, transparent and effective governance and supporting the implementation of the amended Capital Law and the 100-year master plan once approved.
Absorbing guidance from Vice Chairman of the National Assembly Nguyen Khac Dinh and Hanoi Party Secretary Nguyen Duy Ngoc, Ha affirmed that these insights will help further improve and maximize the platform's effectiveness.
To realize these directions, the Standing Committee of the Hanoi People's Council commits to translating them into concrete action plans, continuing innovation and applying advanced technologies to ensure connectivity, interoperability and absolute information security.
She emphasized a people-centered approach, using the platform to promptly address voters' concerns and aspirations.

Highlighting the city's strong commitment to innovation and adaptation to the digital era, Ha called on National Assembly deputies and People's Council members to lead in applying technology.
She also urged officials, especially full-time deputies, to actively use the platform in document management, work processing and organizing sessions.
"Digital transformation is not a slogan. It is action, determination and responsibility to the people of the capital," Ha stated.
She expressed confidence that with renewed thinking and effective use of technology, the performance of Hanoi's elected bodies will reach a new level, contributing to building a modern, transparent and service-oriented administration.
The event also included the signing of cooperation agreements between the Office of the National Assembly Delegation and the Hanoi People's Council with several technology partners.
The organizing committee announced commendations for 10 collectives and 11 individuals for their outstanding contributions to developing the centralized platform.
