On November 26, at the 28th session of the 16th Hanoi People's Council, Standing Vice Chairman of the National Assembly Do Van Chien urged the council to continue improving its performance toward practical, effective and impactful operations.
He also called for stronger coordination among political and administrative bodies at all levels.
Chien praised the Hanoi People's Council as one of the most exemplary local councils nationwide, with increasingly professional, substantive, efficient and results-driven operations.
The reform spirit of the National Assembly has spread strongly to all levels of the city's councils, he said.
According to Chien, the Hanoi People's Council in 2025 has issued timely resolutions that helped address bottlenecks, especially resolutions implementing the Capital Law, creating important momentum for socio-economic development.
Preparations for council meetings have been thorough, ensuring quality and feasibility.
Coordination among the council, its standing committee, the National Assembly's agencies, the Hanoi National Assembly Delegation and other relevant bodies has been close, proactive and efficient.
Council members have represented voters' interests effectively, listened closely and conveyed public concerns in policymaking.
On behalf of the National Assembly Standing Committee, Chien acknowledged the achievements of the Hanoi Party Committee, government, armed forces and citizens.
However, he also pointed out limitations that need improvement.
Hanoi must improve growth quality and labor productivity to match its potential. Implementation of special mechanisms granted by the central government has not yet met expectations.
Infrastructure still lags behind the city's growth and planning, land management, construction and urban administration require improvement.
Traffic congestion, flooding, air pollution and polluted rivers remain major concerns. Slow project progress and wasted land and resources also need resolution.
He noted that Vietnam and Hanoi are entering a new development stage with both opportunities and challenges.
The country's long-term goals demand bold innovation and decisive action from central to local levels.
He requested the city to thoroughly implement Party General Secretary To Lam's directives issued at the 18th Hanoi Party Congress.
Chien outlined key priorities for deeper study, including fully grasping five major directives from the General Secretary on national election preparations.
Hanoi must implement synchronized measures to ensure successful elections for the 16th National Assembly and 2026–2031 People's Councils, creating a true festival of democracy for citizens.
He urged Hanoi to lead in executing the major decisions of the Central Committee, Politburo and Secretariat.

The municipal council must focus on developing and completing a modern, synchronized institutional framework for the capital and promptly implementing newly assigned tasks under laws passed at the 10th National Assembly session.

He asked the city to prioritize resources to resolve long-standing issues and create visible improvements in urban management and living conditions.

Chien also called on the council to adopt practical, impactful operations, expand digital-transformation practices and strengthen cooperation across political institutions.
Hanoi must build a capable, innovative, resilient workforce and lead in offering competitive incentives for civil servants and experts, especially in science, technology, innovation and digital transformation.
Chien expressed confidence that Hanoi will overcome challenges and create new achievements, momentum and breakthroughs in the new era, worthy of its thousand-year heritage, heroic status and creative, peaceful identity.
