On April 8, Supervision Team No. 1 of the Standing Committee of the Hanoi People's Council conducted thematic oversight of major and important projects under Resolution No. 258 dated December 11, 2025 of the National Assembly, focusing on multipurpose urban area projects in Thu Lam, Dong Anh, Phuc Thinh, Thien Loc and Me Linh communes.
The delegation was led by Tran The Cuong, a member of the Hanoi Party Committee's Standing Board and Standing Vice Chairman of the Hanoi People's Council.
According to reports, six projects have been launched under special mechanisms, including multipurpose urban projects in Thu Lam and Dong Anh communes and another spanning Phuc Thinh, Thien Loc and Me Linh communes.
The project covering Lo Giao, Lo Khe, Kinh No and Luong Quy villages in Thu Lam Commune and Doai and Trung villages in Dong Anh Commune involves a total land acquisition area of 373.4 hectares, including about 274 hectares of agricultural land and 99.4 hectares of non-agricultural land managed by commune authorities, affecting 2,800 households.
The project in Phuc Thinh, Thien Loc and Me Linh communes covers approximately 700 hectares.
Under Resolution 258, projects permitted to start construction while completing certain procedures must finalize all remaining conditions within six months from groundbreaking.
To ensure progress, continuity and investment efficiency, the Hanoi People's Council conducted supervision to promptly address obstacles.
Field surveys in Thu Lam Commune show that the commune's People's Committee has approved independent compensation, support and resettlement plans.

As of March 30, 2026, land acquisition notices had been proposed for 273 out of 389 households in Lo Giao Village, covering 40 hectares.
Compensation plans have been approved for 102 households in the first and second phases, with four households yet to receive compensation or hand over land, totaling 0.85 hectares.
In Lo Khe Village, 186 out of 311 households have received land acquisition notices, while other areas are still undergoing land measurement and verification.
The supervision team acknowledged and highly appreciated the proactive efforts of the Hanoi People's Committee, departments and local authorities in applying special mechanisms under Resolution 258 to commence projects on February 2, 2026.
However, the team also identified major bottlenecks that require urgent resolution, including overlapping projects in Thien Loc Commune, where 19 projects exist within the same boundary.
The lack of unified principles for handling overlaps has slowed boundary determination.
The project in Thu Lam Commune also faces challenges in synchronizing spatial planning and technical infrastructure with existing residential areas.
During the working session, members of the supervision team requested clarification of both objective and subjective causes of delays in site clearance and called for coordinated planning aligned with provisions in the draft revised Capital Law.
In his concluding remarks, Standing Vice Chairman of the Hanoi People's Council Tran The Cuong emphasized that under Resolution 258, all procedures and conditions must be completed within six months of groundbreaking.
With a February 2026 start date, the deadline is August 2026, requiring a large volume of documentation to be processed. He urged departments to prioritize appraisal of these projects to ensure timely completion of legal procedures.
To ensure projects align with the resolution and meet targets, Cuong requested the Hanoi People's Committee direct the Hanoi Department of Construction to clearly define preconditions for project initiation and develop specific plans that require investors to complete legal procedures.
The Hanoi Department of Finance was assigned to coordinate with relevant agencies to urgently establish principles for handling overlapping projects, categorize them appropriately and report to the Hanoi People's Committee for decision before April 30, 2026.

The supervision team also urged investors to complete detailed 1:500 planning in full alignment with the approved master plan.
Commune authorities were asked to promptly approve compensation and resettlement projects, conduct site clearance marking and support vocational transition for affected workers.
Cuong also requested departments to stay closely engaged at the local level, coordinate with commune authorities and promptly resolve issues to accelerate project implementation.
He called on investors to mobilize resources, streamline procedures and meet committed timelines with the city.
