Overview of the meeting.
On March 5, the Standing Committees of the Vietnam Fatherland Front in Viet Hung, Long Bien, Bo De and Phuc Loi wards organized a voter meeting with candidates for the Hanoi People's Council for the 2026–2031 term in Electoral Unit No. 12.
The event allowed candidates to present their action programs and conduct election campaigning before voters.
According to Decision No. 50/QD-UBBC dated February 20, 2026 issued by the Hanoi Election Commission, Electoral Unit No. 12 has eight candidates: Nguyen Doan Toan, member of the Hanoi Party Standing Committee and Head of the Commission for Publicity, Education and Mass Mobilization of the Hanoi Party Committee; Duong Hoai Nam, member of the Hanoi Party Committee, Secretary of the Party Committee and Chairman of the People's Council of Viet Hung Ward; Chu Kim Duc, Director of Think About Playground in the City Co., Ltd.; Nguyen Thi Diem Hang, Deputy Director of the Hanoi Institute for Socio-Economic Development Studies; Do Nhu Hoa, specialist of the Organization and Legal Affairs Division of the Hanoi Department of Culture and Sports; Tran Duc Phuong, Deputy Head of the Economic Division of the Hanoi People's Committee Office; Vu Bich Phuong, specialist of the Division for People with Meritorious Service under the Hanoi Department of Home Affairs; and Nguyen Van Thuong, Secretary of the Party Committee and Director of Thanh Nhan Hospital.
Following through on addressing voters' recommendations
At the meeting, a representative of the Standing Committee of the Vietnam Fatherland Front of Viet Hung Ward presented brief biographies of the candidates.
Each candidate then reported their proposed action program to voters should they be elected to the Hanoi People's Council.
In presenting their action programs, the candidates expressed honor at being nominated and emphasized that their plans would help them fulfill the responsibilities of elected representatives while accurately reflecting and protecting the legitimate interests and aspirations of citizens.
The candidates pledged to maintain close contact with voters, remain accountable to public oversight, regularly meet constituents and listen to their concerns and expectations.
They also committed to gathering and conveying voters' opinions to the Hanoi People's Council and relevant authorities, contributing meaningfully to the development of the capital and the country.
The candidates also pledged to support local authorities in implementing solutions to promote socio-economic development in the four wards of Electoral Unit No. 12.

They emphasized the importance of leveraging each locality's unique strengths to build strong, comprehensive, modern and sustainable urban areas where residents' living standards continue to improve.
In addition, the candidates pledged to actively research and advise the Hanoi People's Council on mechanisms and policies consistent with Party guidelines and national laws, aligned with the city's development orientation and responsive to citizens' needs.
They also committed to improving the quality of oversight, questioning and accountability activities between People's Council sessions, focusing particularly on difficulties encountered during the implementation of council resolutions and pressing social issues.
The candidates pledged to closely monitor the implementation of oversight conclusions and ensure that voters' recommendations are fully addressed.
They also committed to contributing to the development of a stable and favorable investment and business environment linked with long-term planning and sustainable development goals for the city.
The candidates emphasized promoting science, technology, innovation and digital transformation to create a new development model driven by knowledge, technology and the digital economy.
They also pledged to strengthen connections with the business community and enhance the role of the private sector in the capital's socio-economic development.
Ensuring legitimate rights and sustainable livelihoods for residents
At the conference, voter Tran Hung Binh from Residential Group 12 in Duc Giang area of Viet Hung Ward raised concerns regarding large-scale infrastructure and urban redevelopment projects currently underway in Bo De, Viet Hung, Long Bien and Phuc Loi wards.
These projects include developments related to riverside spaces and the Red River scenic boulevard.
Binh said residents strongly support the city's development policies but are concerned about ensuring that legitimate rights and long-term livelihoods are protected during land clearance and project implementation.
He asked what proposals candidates would make to ensure large urban development projects are implemented effectively while maintaining transparency and balancing the interests of the state, investors and residents, particularly regarding compensation, resettlement and livelihood support for affected households.
Nguyen Van Thinh, a voter from Bo De Ward, also expressed concerns that the four wards are located at the eastern gateway of Hanoi, an area with significant development potential and an important role in the city's future urban structure.
He asked what development orientations candidates would propose if elected to ensure balanced growth among economic, commercial and service sectors, social infrastructure such as schools and healthcare facilities, community spaces and environmental quality.
Voters in Long Bien and Phuc Loi wards also expressed interest in which priority solutions should be implemented to address the five major bottlenecks currently identified by the city.
They asked candidates whether they had initiatives to make the People's Council more transparent, accountable and closer to citizens, particularly in monitoring resolution implementation, handling voter petitions and applying digital transformation.
In addition, voters asked how candidates could support the implementation of household waste classification at the source in the four wards.
They also asked about specific solutions to effectively implement national policies promoting private sector development while ensuring transparent and lawful state management.
Other concerns raised included how Resolution 72 on grassroots healthcare development would be effectively implemented to improve primary healthcare services for residents, especially in densely populated urban areas.
Responding to questions related to the city's five bottlenecks, candidate Duong Hoai Nam, Secretary of the Party Committee and Chairman of the People's Council of Viet Hung Ward, said that the former Long Bien District, now consisting of four wards, has long been recognized as one of Hanoi's most livable areas.
However, with rapid population growth, challenges will increase if not addressed consistently and promptly. He suggested focusing on all five bottlenecks, with priority given to three immediate issues: localized flooding, environmental pollution and traffic congestion.
According to him, investment projects addressing these issues are already underway and effective implementation will help resolve these problems fundamentally.
The remaining two bottlenecks, urban order and food safety, require continuous efforts from local authorities combined with raising public awareness.
Responding to a question from a Viet Hung voter about making the People's Council more transparent and closer to citizens, Nguyen Doan Toan, member of the Hanoi Party Standing Committee and Head of the Commission for Publicity, Education and Mass Mobilization, said improving the quality of the Hanoi People's Council's activities is a major priority for the city's leadership.

This includes developing effective programs, policies and mechanisms for implementation.
Second, oversight must be strengthened throughout the entire implementation process to ensure that adopted policies are effectively carried out, particularly in monitoring the resolution of voter recommendations.
Third, during the next term the Hanoi People's Council will develop institutions related to the revised Capital Law and special mechanisms to promote the capital's development.
Toan said that regarding the issues raised by voters from the four wards, he would regularly report them to the Hanoi People's Council and urge relevant departments to coordinate with local authorities to address them promptly.
He emphasized that every opinion and recommendation submitted by voters should receive a timely response and satisfactory resolution.
Regarding digital transformation, Toan said that during the next term he will propose expanding digital technologies in the operations of the Hanoi People's Council, including information collection and oversight activities.
"This is an essential step to improve the effectiveness of the council's work and ensure it remains close to the people while representing their interests," he said.
He also pledged to strengthen voter engagement to collect feedback, including critical opinions, enabling authorities to harness public knowledge and improve governance while serving citizens more effectively.
