The meeting between Hanoi People's Council candidates and voters of Bach Mai, Vinh Tuy and Hai Ba Trung wards.
On March 5, the Vietnam Fatherland Front Committee of Hanoi held a voter meeting with candidates for the 17th Hanoi People's Council for the 2026–2031 term in Electoral Unit No. 03.
The conference took place at the headquarters of the People's Council and People's Committee of Bach Mai Ward and was connected online with voter groups in Vinh Tuy and Hai Ba Trung wards.
At the meeting, a representative of the Standing Committee of the Vietnam Fatherland Front of Bach Mai Ward introduced and presented brief biographies of eight candidates for the Hanoi People's Council from Electoral Unit No. 3.
The candidates include Do Manh Cuong, Party cell committee member, teacher and Head of the Natural Sciences Department at Luong Yen Secondary School in Hai Ba Trung Ward; Le Van Duc, head of the Construction Inspection and Fire Prevention Division of the Hanoi Department of Construction; Nguyen Thanh Huyen, deputy head of the Finance and Accounting Division and acting chief accountant of Thanh Nhan Hospital; Chu Hong Minh, member of the Hanoi Party Committee, Secretary of the Hai Ba Trung Ward Party Committee and Chairwoman of the Hai Ba Trung Ward People's Council; Trieu Thi Ngoc, Vice Secretary of the Party Committee and Permanent Deputy Head of the Organization Commission of the Hanoi Party Committee; Nguyen Thi Nhiep, Secretary of the Party Committee and Principal of Chu Van An High School for the Gifted; Nguyen Anh Thu, teacher and Youth Union Secretary at Van Ho Secondary School in Hai Ba Trung Ward; and Duong Duc Tuan, member of the Hanoi Party Standing Committee and Standing Vice Chairman of the Hanoi People's Committee.
The candidates then presented their action programs to voters, expressing their determination to contribute their efforts if entrusted by voters as representatives in the 17th Hanoi People's Council.
Presenting his action program, Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said that through practical governance experience and voter interactions, several key issues have emerged in the areas of planning, urban development, transportation and infrastructure in the three wards.

He noted that the implementation and management of urban planning after approval still require stronger oversight.
Traffic congestion remains significant in many locations, while public spaces, parks and gardens are insufficient compared with demand.
Several small scattered land plots and areas vacated after relocation of industrial facilities have not been effectively utilized for community purposes.
The renovation and reconstruction of old apartment buildings have progressed slowly, while technical infrastructure such as drainage systems, waste collection, underground parking and digital infrastructure has not yet met the requirements of a dense urban core.
With his responsibility as Standing Vice Chairman of the Hanoi People's Committee, Tuan said that if entrusted by voters in the upcoming term he will focus on key priorities in planning, urban development, transportation and infrastructure for the three wards.
Specifically, the city will improve the quality of planning and planning management.
Authorities will review and update zoning and detailed plans related to Hai Ba Trung, Bach Mai and Vinh Tuy wards to ensure consistency with the approved Capital Master Plan and the Hanoi General Socio-Economic Development Plan.
The city will also strengthen discipline in construction management, strictly handle violations and promote sustainable development of transportation infrastructure, technical systems and digital infrastructure to reduce congestion, flooding, pollution and urban disorder.
At the same time, the city will accelerate renovation and reconstruction of old apartment complexes while implementing appropriate urban redevelopment strategies.
For old residential blocks in the area, the city will continue improving mechanisms for selecting investors and implementing compensation and resettlement policies in a transparent manner that balances interests.
"The goal is not simply building new housing but reorganizing urban space in a coordinated way, adding social infrastructure, parking facilities, parks and schools to improve residents' quality of life," Tuan said.
In addition, the city will expand ecological green spaces, parks and high-quality public facilities.
"In a dense urban area, every square meter of greenery and public space carries great significance," he said.
The city will review land areas vacated after relocation of production facilities, government offices and schools, prioritizing their use for parks, gardens, playgrounds, schools and medical facilities.

Existing parks will also be upgraded and renovated to become safer, more accessible and multifunctional spaces serving people of all ages.
Tuan also pledged to strengthen oversight and ensure that voters' recommendations are heard and addressed.
The city will maintain regular voter meetings, conduct field inspections at traffic, environmental and construction hotspots and direct departments and ward authorities to promptly resolve legitimate public concerns.
Issues related to suspended planning projects, delayed developments, school shortages and infrastructure overload will also be reviewed and publicly addressed with clear implementation timelines.
"Hanoi is entering a new development phase with the aspiration to build a civilized, cultured, modern, green and smart capital. Hai Ba Trung, Vinh Tuy and Bach Mai wards play an important role in this process," Tuan said.
"I hope to continue receiving the trust, support and supervision of voters so that together we can implement effective planning, urban development, transportation, infrastructure and park projects, gradually improving people's quality of life and building a safer, more livable city center."
At the meeting, voter representatives from Hai Ba Trung, Bach Mai and Vinh Tuy wards offered feedback and expressed expectations regarding the candidates.
The candidates then responded to and discussed issues raised by voters.
