On November 25, delegates at the third session of the 18th Hanoi Party Committee discussed solutions to achieve double-digit growth in the coming years.
Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha said Hanoi has become one of the world's leading cultural destinations.
In the coming period, the city will develop cultural events, activities and products to position the capital as a regional and international cultural brand. The city will also mobilize resources for cultural and creative industries.
"Hanoi will organize major events for New Year's Day, the 14th National Party Congress and the Lunar New Year. Plans include artistic lighting, performances in central districts and experience-based activities for residents and visitors," said Ha.
At the meeting, leaders of the city’s wards, departments and units outlined their socio-economic development plans, part of Hanoi’s efforts to gain double-digit growth in the coming years, as follows:
Vu Xuan Hung, Head of the Management Board of the Hanoi High-Tech Park and Industrial Zones, said authorities are working with Thuong Cat Ward to clear 199 hectares for the Hanoi Biotech High-Tech Park. The park will become an important growth engine for the city.
Nguyen Xuan Dai, Director of Hanoi's Department of Agriculture and Environment, said the department will reassess land resources and agricultural development space to restructure areas to fit current conditions.
Pham Tuan Long, Secretary of the Party Committee and Chairman of the People's Council of Cua Nam Ward, said the ward continues to address urban-order violations and conduct weekly Saturday cleanups. It will also reorganize traffic signs and repaint poles to improve urban aesthetics.
Nguyen Quang Hieu, Secretary of the Party Committee and Chairman of the People's Council of Tu Liem Ward, proposed pushing trade and service development and making better use of underutilized properties.
He called for deeper delegation of authority to give wards more control over local projects.
Similarly, Can Thi Viet Ha, Secretary of the Party Committee and Chairwoman of the People's Council of Duong Noi Ward, said her ward has enough human resources to manage local projects.
She supported comprehensive delegation of authority to increase local initiative.
Vu Manh Cuong, Deputy Director of the Hanoi Tax Department and Head of the Hanoi Tax Office, said city revenue has reached nearly VND600 trillion (US$22.7 billion), or 124% of the legal target.
He said the tax sector has built a strong digital database that supports operations and tax management.
Hanoi's tax authorities are also using artificial-intelligence experts and developing e-commerce data systems for tax administration. They plan to expand the use of AI to strengthen taxpayer monitoring and improve efficiency.
