Delegates vote to approve the resolution on tuition rates for 2025-2026 academic year.
On November 13, at its 27th session, the Hanoi People's Council approved a resolution on tuition rates and tuition-subsidy levels for public preschools, public general education institutions, continuing education centers and public schools that implement the general-education curriculum for the 2025–2026 academic year.
The resolution sets tuition rates and subsidy levels for students at public preschools, public general-education schools, continuing-education centers, and public institutions offering the general curriculum.
It does not apply to high-quality public schools or public schools established by universities, colleges, or research institutes.
The new policy also sets tuition-support levels for preschool children, students, and trainees enrolled at private preschools, private general-education institutions, private institutions offering the general curriculum, high-quality public schools, and public schools under universities, colleges, and research institutes in Hanoi.
For direct learning, the tuition rate for children in nursery and kindergarten (except five-year-old kindergarten), high-school students, and continuing-education high-school students is VND217,000 (US$8.24) per month in wards and VND95,000 ($3.61) per month in communes.
For five-year-old kindergarten, primary school, lower-secondary school, and continuing-education students, tuition is VND155,000 ($5.88) per month in wards and VND75,000 ($2.85) per month in communes.
Online tuition is equal to 75% of the direct-learning rate. Subsidy levels for tuition exemptions match these rates.
The resolution also sets tuition rates used to calculate study-encouragement scholarships for students at public specialized high schools and talent schools in arts, physical education, and sports. These rates match tuition levels for high-school students in wards.
For students at private or high-quality public schools, tuition support ranges from VND155,000 ($5.88) to VND217,000 ($8.24) per month depending on grade level. Online-learning support equals 75% of the direct-learning support, or VND116,000 ($4.40) to VND163,000 ($6.19) per month.
The regulations apply to direct and online learning in emergencies as defined by law.
The resolution includes a transitional clause requiring public schools that have not yet covered their operating costs to review their financial-autonomy plans if tuition-subsidy policies affect their revenue. They must report adjustments to their supervising authorities for review and approval.
