Overview of the working session.
On November 13, at the 27th session of the Hanoi People's Council (16th tenure, 2021–2026), council members agreed to authorize the Thai Nguyen Provincial People's Committee to oversee the full implementation of the CT.07 expressway segment from Hanoi to Thai Nguyen Province under a public-private partnership model.
According to the report from the Hanoi People's Committee, the Committee received three documents from the Ministry of Construction: No. 5940 dated June 27, 2025, No. 10193 dated September 19, 2025, and No. 12565 dated October 31, 2025. These documents regard investment options for completing the CT.07 expressway under a PPP arrangement.
The project investor, Phuong Thanh Transport Construction and Investment Joint Stock Company, proposed two options.
The first option focuses on building the Hanoi–Thai Nguyen section from the Ring Road No. 3 interchange to the Tan Long intersection. This section is 63.76 kilometers long and designed for speeds up to 100 kilometers per hour. The preliminary cost is VND6.79 trillion (US$257.7 million), and no state funding is included.
The second option expands the route from Hanoi to Thai Nguyen and further to Cho Moi, totaling 100.69 kilometers. The design speed ranges from 80 to 100 kilometers per hour.
Construction for this option would occur in two phases. The first phase expands the Hanoi–Thai Nguyen segment to six lanes, finishing in 2027. The second phase widens the Thai Nguyen–Cho Moi segment to four lanes by 2029.
The total estimated investment is VND16.789 trillion ($637 million), including an expected VND5.363 trillion ($203.5 million) in state support.
On June 5, 2025, the Ministry of Construction submitted Document No. 4554 to the Prime Minister detailing its review of the project.
The Ministry affirmed the need to expand the Hanoi–Thai Nguyen–Bac Kan expressway in line with national planning and relevant guidance from the Prime Minister and the Ministry of Public Security.
The ministry noted that the proposed project route, from the Ring Road No. 3 interchange to Cho Moi, passes through Hanoi, Bac Ninh, and Thai Nguyen.
The ministry also agreed with the expansion plan and recommended assigning Thai Nguyen as the authorized agency to organize implementation under Article 5 of the PPP Law.
Following this recommendation, the Government Office issued Document No. 5571 on June 20, 2025, directing the Ministry of Construction to work urgently with Thai Nguyen and related agencies to finalize the investment plan.
On June 27, 2025, the Ministry of Construction issued Document No. 5940 requesting Hanoi, Bac Ninh, and Thai Nguyen to submit their opinions. On July 18, 2025, the Hanoi People's Committee sent Document No. 4133 to the Ministry of Construction providing its feedback.
The Hanoi People's Committee described the planned CT.07 route on its territory. According to approved plans, the Hanoi segment begins at Ninh Hiep Commune in Gia Lam and ends at Hoa Binh Bridge in Soc Son.
The entire section is about 25.125 kilometers long, including a 7-kilometer stretch overlapping the future Gia Binh Airport connector road. The planned road width is 68 meters for six lanes.
Currently, the road in operation has a 34.5-meter roadbed, four lanes of 3.75 meters each, two emergency lanes, a central median and reserved land totaling 10.5 meters, and two shoulders.
The Ministry proposed removing the overlapping section with the Gia Binh Airport connector road from the CT.07 project to ensure consistent planning.
The land clearance for that connector road is already funded by Hanoi's public investment plan, and the city must complete construction by December 31, 2026, under the Government's directive.
The Hanoi eople's Committee also proposed allowing the authorized agency to seek central-government funding or rely on BOT investor capital for the project.
The city agreed with the Ministry of Construction's recommendation to assign Thai Nguyen as the authorized implementing agency.
This follows the fact that, as of July 2025, the Government had not yet issued a replacement for Decree 35/2021, and the draft replacement decree stipulates that for PPP projects spanning multiple provinces, the provincial People's Committee may be appointed as the lead authority.
On September 11, 2025, the Government issued Decree 243/2025 detailing implementation of the PPP Law. Article 7, Clause 5 requires provincial People's Councils to approve the assignment when a PPP project spans multiple jurisdictions and includes state funding.
Based on this requirement and the Ministry's recommendations, the Hanoi People's Committee submitted Document No. 5654 to the People's Council on October 20, 2025, supporting the assignment of Thai Nguyen as the project authority.
Hanoi also notified the Ministry of Construction through Document No. 5657.
On October 31, 2025, the ministry issued Document No. 12565 requesting Hanoi to formalize the Hanoi People's Council's approval.
Following Article 30 of the 2024 Public Investment Law, the Hanoi People's Committee reported to the Hanoi People's Council for review and approval, leading to the Council's endorsement of handing project authority to Thai Nguyen Province.
