On November 28, after more than two days of efficient and democratic work, the 28th session of the 16th Hanoi People's Council completed its full agenda.
Attending the closing session were Chairman of the Hanoi People's Committee Vu Dai Thang, Hanoi People's Council Chairwoman Phung Thi Hong Ha, members of the Standing Committee, leaders of the People's Committee and representatives of the Vietnam Fatherland Front.
In her closing remarks, Chairwoman Phung Thi Hong Ha summarized the session's main outcomes.
First, the Council reviewed the 2025 socio-economic development and budget plans, along with key tasks for 2026. Delegates agreed that despite ongoing challenges, the city maintained strong momentum.
In 2025, Hanoi is expected to meet 23 of 24 annual targets. GRDP is projected to grow 8.5% year-on-year. State budget revenue reached VND567.9 trillion (US$21.5 billion) by October (up 34.4%) and is expected to reach VND642 trillion ($24.3 billion) for the year, 124% of the estimate.
Delegates noted that since early November, the city accelerated efforts to address obstacles, advance major projects, improve public-investment disbursement, strengthen institutional reform, accelerate digital transformation and address pressing public concerns. November results far exceeded previous years.
Based on discussions, the Council approved the 2026 socio-economic plan with 40 indicators and ten groups of key tasks and solutions.
The city aims for double-digit growth (11% or higher) in 2026 and throughout 2026–2031.
Other priorities include scientific and technological development, innovation, digital transformation, cultural and educational progress and enhanced social welfare.
Second, the Council approved several thematic resolutions aligned with national guidelines, Party directives and the Capital Law.
Delegates emphasized the urgency of new mechanisms, including the digital-citizen platform, agricultural and rural-development policies, social-security spending, social-assistance standards and community-security support.
The People's Committee clarified issues raised and provided data to support decision-making.
The Council also approved resolutions to implement the new Capital Law. Delegates expressed strong support for additional breakthrough mechanisms to eliminate bottlenecks and accelerate development.
The Council will continue institutional reform and propose amendments to Politburo Resolution 15 linked with revising the Capital Law and major city planning documents.
Chairwoman Phung Thi Hong Ha said the 50 resolutions adopted at this session reflect shared wisdom, strong consensus and high responsibility.

These policies will drive socio-economic development, improve governance and address pressing public concerns.
She urged the People's Committee and all local authorities to promptly prepare implementation plans to ensure early and effective execution.
Local councils must prepare end-of-year sessions and work to meet the highest possible targets for 2025 and lay a strong foundation for 2026.
Delegates must maintain regular contact with voters and intensify oversight of resolution implementation.
Third, the Council conducted written questioning and posted all questions publicly.
Delegates and committees must monitor follow-up actions to ensure effectiveness.
The Council also approved the establishment of an oversight team to monitor compliance with election laws for the 2026–2031 National Assembly and People's Council elections.
This is a critical responsibility already emphasized by the Election Steering Committee.
Authorities, especially at the commune level, must thoroughly implement the General Secretary's guidance and ensure full readiness, especially concerning personnel preparation.
Council, government and Fatherland Front bodies must coordinate closely to meet the central government's expectation that Hanoi will lead the nation in organizing a transparent, democratic and accurate election.
Fourth, the Council completed personnel procedures under its authority, including electing the Chairman of the People's Committee.
The process followed legal regulations and Party guidelines. Delegates unanimously elected Vu Dai Thang as Chairman of the Hanoi People's Committee for the 2021–2026 term.
Chairwoman Phung Thi Hong Ha expressed confidence that Chairman Vu Dai Thang, in his new role, will uphold the capital's traditions, demonstrate leadership and innovation, work closely with the People's Council and pay attention to voters' expectations to successfully fulfill assigned tasks.
